The meeting was called to order at 2:04 p.m., in the Committee Room on the first
floor of City Hall.
A motion was made by Mr. Beecroft, seconded by Mr. Llanes and passed
unanimously to excuse all absent members from the previous meeting.
Mr. Hector Baca was introduced to the Board as the new member serving as the
homebuilder on this board.
Motion was made by M. Knowles, seconded by Mr. O'Bryan and passed
unanimously to approve the minutes.
The next item was the discussion and possible action on the adoption of the 2000
International Fuel Gas, Plumbing, and Mechanical Code starting with Chapter 1 —
Administration. Mr. Sosa stated that he had three people in Austin this week taking a
class on the International Building Code. They will be bringing back the change
documents of all the codes. He reminded the Board that we have already discussed a
good deal of Chapter 1, and that we are waiting for the change document for the 1997
Standard Codes to the 2000 International Codes which highlights all the big changes. He
stated that we should have the changes in time to discuss at the January meeting.
Chairman Pitzer asked if the code books had been purchased for the Board
members because he felt it would be helpful to have them along with the change
documents before we begin the discussions. Mr. Sosa stated that staff would purchase
and deliver the code books before the next meeting.

Under old business Mr. Sosa stated that the Board had before them a proposed
ordinance that the Assistant City Attorney put together. He reminded the Board of their
talk with the Gas Department concerning their 2 pound gas lines in residential
occupancies. He stated that the Legal Department was asked to put together a change in
the ordinance that would reflect our wishes to keep the 2 pound gas line out of residential
settings, and to change Section 1001 of the Standard Gas Code. He added that we were
trying to do this before we adopt the International Gas Code. Mr. Sosa stated that
basically the recommended wording is "2 psi gas piping system shall not be used inside
structures that are used in whole or in part as residences." During a discussion Chairman
Pitzer recommended that the wording be changed to read 2 psi or higher pressure.
A motion was made by Mr. O'Bryan, seconded by Mr. Knowles that this
recommendation be accepted with the additional wording to include higher than 2
pounds. During the discussion it was suggested that this item might be tabled until such
time that a representative from the manufacturer could come down and explain the
product and what their intent is. Chairman stated that this item could be taken up at the
January meeting. A brief discussion followed after which the motion was withdrawn.
Staff will send Debra Marroquin, Gas Superintendent, a copy of these minutes to
let her know the status of their recommendation.
Mr. Sosa reminded the Board that at the January meeting they will be electing a
Chairman and Vice Chairman.
The meeting was adjourned at 2:40 p.m.
