Jr. Scott Corliss Bob Hughes Board Members Absent: Sam Beecroft, Daniel Graf, and John Tucker Jr. Staff Members Present: Joseph Elliott, Plumbing Team Leader Alonzo Garza, Plan Examiner Coordinator Julie McCoy, Recording Secretary CALL TO ORDER Chairman Robert Knowles a quorum and called the meeting to order at 2:16 p.m. ROLL CALL The first item of business was roll call. Sam Beecroft, Daniel Graf, and John Tucker Jr. were absent. EXCUSED ABSENCES Herman Johnson,Jr. asked to be excused for his absence at the previous meeting. Motion was made by Mr. Corliss and seconded by Mr. Akin. Motion carried APPROVAL OR CORRECTION OF MINUTES—November 13, 2003 The minutes from September 11, 2003 needed corrections. Page 2, second paragraph states that Scott Corliss suggested changing the start time of the board meetings until later in the day, so that it would not interfere with other business. Correction to minutes should read Mr. Scott Corliss was simply inquiring about the boards' decision of the meeting times. SCANNED Development Services P.O. AGENDA ITEMS Discussion and possible action on the Adoption of the 2003 Codes and Chapter 1 The 2003 Codes were adopted by Council and became effective October 9, 2003. Amended copies of the Administration Chapter, Plumbing/Mechanical, and Fuel Gas codes were distributed to the board members. QUESTIONS ASKED BY BOARD MEMBERS Are French drains still being used? Response: According to the current mechanical code and TNRCC, French drains still may be used. BUILDING OFFICIAL'S REPORT Alonzo Garza, Plans Examiner Coordinator introduced himself to the board. Mr. Garza will be giving Building Officials Report for Art Sosa. Recommendation to board members: Mr. Garza encourages members to make notes of any questions or concerns with the newly adopted codes. March of 2004, is when the City will be taking new amendments or alterations to these codes back to City Council to get those corrected. The Plan Reviewers currently have a list of several changes that need to be made. 18 months from adoption to make changes. Mr. Garza will be doing outreach sessions to the boards, builders, contractors, engineers, and planners to inform them on the new building procedures. The biggest change for Development Services is the enforcement of the energy code. Comp check, Res check, and Met check will be enforced and required for projects developed after October 9, 2003. V Plumbing/Mechanical November 13,2003 Page 3 FUTURE AGENDA ITEMS Clarification on the following will be necessary at the next meeting. 1. (Appendix M-Building Security) One and Two family dwellings states: No glass shall be used on any exterior doors within 40 inches of any lock. Joe Elliott will have to get with Art Sosa, Building Official. 2. Code addendums for vent hood-IMC 2000 PENDING ITEMS There were none.
