Motion carried unanimously. New Members: New board member, Sean Rodriquez was welcomed and introduced by Mr. Corliss. Joe Elliott introduced Jay Reining, Gilbert Canales, and Sylvia Sanchez. Mr. Elliott added that Robert Sells, new board member, was unable to attend the meeting due to his wife's surgery. Mr. Elliott is currently the Interim Building Official and will be attending all monthly Board Meetings(Plumbing/Mechanical,Electrical,and Building Board of Appeals). Board Absences: Motion was made by Mike Wanzer to excused Scott Corliss' absence from January's meeting and second by Bob O'Brien. Motion carried unanimously. Adoption of 2006 Codes: Mr. Elliott informed the board that the direction from management is to move forward with the 2006 codes. The goal for completion for board to review the codes and make their recommendations is October 2008. The code agenda item will than be presented for the first reading to city council in November; a second reading will be scheduled in December. The 2006 codes will become effective January 2009. The 2006 Plumbing Code has approximately 38 pages of amendments; the Mechanical Code does not have many amendments (mostly is dealing with manufactures' installation instructions and UL listings). Mr. Reining stated that because of the holidays in November and December, Council usually meets twice a month. Mr. Elliott reminded the board that 2009 Building Codes will be published in February 2009 and the city will move immediately to adopt the 2009 codes. Currently the TRCC (Texas Residential Construction Commission) inspectors are inspecting to the 2006 IRC (International Residential Code); there are several differences in the requirements of the 2006 IRC and the 2003 IRC. Mr. Reining informed the board that in the past,board members detail the changes that exist between the old codes and the new codes to review if there are any conflicts. Mr. Reining added that the board can recommend changes to the local standards. Mr. Elliott stated that the current ordinance can be viewed in the Page 1 of 2 SCANNED • • city's website by navigating to Development Services Department or can be viewed in the Municode website, select their online library,navigate to the state of Texas, select our city,and select chapter 14. Because there are only five months to review all codes (Plumbing, Residential, Fuel/Gas, Mechanical, Energy and Building) it is important that board members be present in the upcoming board meetings. Mr. O'Brien stated that in the past, material and information were given to board members to review to prepare for the upcoming meeting to discuss and vote on recommendations. Mr. Reining stated that the 2006 Code Books will have two books—one book will show the language of the code;the second book is a commentary book that explains the changes and why changes were made. After some discussion,the board agreed that by the next board meeting,staff will delve into the most effective way to provide materials to board members for members to review. Other Matters: Mr. Elliott verified if all board members completed the open meeting state requirements. All board members present(except Mr. Rodriguez)completed the requirements. Ray Johnson stated that staff should inform the public that 2006 Codes will be enacted on January 2009. Mr. Reining stated that in the past the board and staff met with different wholesalers,distributors,general contractors, and other groups. Staff handed out flyers and gave the groups an opportunity to ask questions. Mr. Corliss suggested that staff could mail out flyers and/or an email to all license individuals and inform them about the changes that will be occurring and suggest to them to get familiar with 2006 Codes. Mr. Elliott stated that staff will work with Plumbing, Electrical and Building Board members to come up with the best way to inform the public. Meeting adjourned at 3:09 p.m. Page 2 of 2
