Motion carried unanimously. Board requested for secretary to email minutes 2 days prior to the meeting for members to review them before the meeting. New Members: New board member, Robert Sells was welcomed and introduced by Joe Elliott. Mr. Sells is the board's Residential Home Builder representative. Mr. Elliott reminded Mr. Sells about the Open Meeting on-line training. City Secretary Office will email the link to him. The on-line training takes approximately 1 hour to complete and is required for all city board members. Adoption of 2006 Codes: Copy of the current city's code ordinance was distributed. The new adopted fee structure will be distributed on the next board meeting. Management has approved the purchase of new code books to all board members. Joe Elliott is currently reviewing what will be required by all 3 boards (Plumbing/Mechanical, Electrical and Building). Approximately $10,000 will be spent for code books. This includes hard copies, CDs, commentary and changes. This board will have 5 books(Plumbing,Residential,Fuel/Gas,Mechanical,and Energy). Chapter one in the code book is the administration portion of the codes. The current code ordinance on page CD14-94, section 14-251 shows what this board will start reviewing. This portion has the amendments to the Energy Code. Staff is hoping to get required books to board members as quickly as possible. The Mechanical and Energy Code portion will probably be the sections that will have the least amendments. State requires that any propose amendments done by municipalities to the Energy Code must be sent to Energy System Lab at Texas A&M for their approval. Mr. Corliss inquired if the new code books have highlighted areas indicating changes from the previous codes. Joe stated that typically books indicate changes by a bold black bar on the side of the page. Deleted items are indicated with an arrow. Board members will review each section of the new code book. The process will be fast pace; if members overlook something in 2006 it can be corrected SCANNED with the 2009 codes. If at anytime there is something wrong with the code that needs immediate attention,board and staff can make recommendations to council for their adoption. Ray Johnson inquired about what takes precedent to the 2006 codes or the city code ordinance. If there is certain language in the code book that deals with a specific item the city amendment can not weaken that item. The city can only refine the item and strengthen it to meet city local condition. City ordinance can amend and write their own section but has to be equal to or stronger than the 2006 code. Jay Reining will refine and take care of the language as the legal representative of this board. Joe reminded the board that the goal for completion for reviewing the codes is October 2008. The code agenda item will than be presented for the first reading to city council in November; a second reading will be scheduled in December. The 2006 codes will become effective January 2009. Joe stated that the board might want to finalize all or most of the 2006 code they want to recommend,before setting up meetings to hear comments from different industries and/or from the community. It will not be very conducive to the fast pace that the board will be under if board members stop on various or each section to hear public comments. There could be special meetings that might need to be scheduled due to the timeframe. Interim Building Official Report: Joe Elliott informed the board members of the department's new website. The Commercial Building Permit Application Status is a new link that was added to the website. Customers that have commercial plans under review are able to view their plan status on line. The worksheet on the right shows the application number,project name, number of days in plan review, total days since the original application and much more. Staff is also working on obtaining software for electronic format for plan submittals. The software is called Project Dox. The department added 13 new staff positions for the next fiscal year.
