Call to Order:
Meeting was call to order by Scott Corliss,Board Chairman,at 2:10 p.m. Motion was made by Ray Johnson and
second by Mike Wanzer for approval of the minutes for meeting on June 12,2008. Motion carried unanimously.
Scott Corliss made a motion and second by Ray Johnson to excuse the absences of James Horman,Robert Pate,
and Sean Rodriguez due to business matters. Motion carried unanimously.
Adoption of 2006 Codes:
The new code books were distributed to board members. Members that have not received the code books,should
pick them up at the Frost Bank Building,first floor. Mr.Corliss reminded board members that it is very important
for board members to be present at all board meetings due to the time constraints of making the necessary
recommendations for the adoption of the 2006 codes. There will be additional meetings with the community that
work in all building trades to allow staff to get some feedback. Mr. Reining,Assistant City Attorney,stated that
the board will generally ignore chapter one. The City has the Administrative Article of Technical
Construction Code which governs all public rights. The article may be found on the City's chapter 14 that was
distributed weeks earlier. Ray Johnson inquired if members should review what is in the 2006 code book,;
compare what is in the City's chapter 14 code of ordinance, and interpret accordingly. Since that would be the
best way,and the board might also want to verify if the City still needs the existing local amendment or if it will
need to be renumbered or modify in any way.
The code book will have a line on the side to indicate that there has been a change done from the prior addition.
An example given by Mr. Reining — the National Electrical Code allows people to put galvanize conduit
underground. The city has prohibited galvanized conduit and has enforced that conduit must be in plastic,due to
the clay in this area. If there is anything in the 2006 code that will not work in our humid,hot salt air,the board
will recommend a change. If the board also knows of something that the current city code has that needs an
upgrade this is the time to recommend the change. Ray inquired about; by what date the board has to make their
recommendations. Mr.Reining stated that his understanding is staff would like to have the 2006 code adopted by
the end of the year so it can go into effect in January 2009. The board might want to work on putting together a
list of code issues they already know about and need to discuss.
Mr. Gonzalez stated that staff is anticipating that board members would need to schedule special meetings in
order to meet the stringent timeline and then set information meetings for all trades to communicate to them that
the new codes would go into effect January 2009. The board agreed to have a special meeting scheduled before
the next regular meeting and have some workshops. Scott stated that he would call Joe Elliott to work on a

schedule. Mr. Reining stated that some commentary books were needed for board members; this will assist
members to read on what changes were made to the code. Scott Corliss added that commentary books would
assist during workshops and will expedite the process. Ray inquired as to who has final authority on irrigation-
City Ordinance, State Code, TECQ, or the Southern Plumbing Code, Mr. Reining stated that the Southern
Plumbing Code is now part of the International Codes. The state of Texas has now adopted all the codes that
everyone has to comply with and the state has allowed municipalities some minor changes. If there are any
conflicts in codes the most restrictive code must be followed. The city's goal is not to have anything that conflicts
with the state code.

Board agreed to continue to place the Adoption of 2006 Codes on the upcoming agenda.
