Call to Order Mr. Scott Corliss called the meeting to order at 2:15 p.m. II. Roll Call Board members present: James Norman, Mike Wanzer, Scott Corliss, Ray Johnson, Bob Hughes, Robert Pate, Bud O'Bryan, and Robert Sells. City staff present: Doug Maples,Joe Elliott,Jay Reining, Deborah Brown, and Elsa Martinez. III. Approval of Minutes: November 21 and December 18,2008, Special Meetings The board had previously acted on the Minutes of the November 21 Special Meeting; therefore, no action was necessary on these. The Minutes of the December 18 Special Meeting were tabled as these had not been completed Mr. Corliss changed the order of business and moved to Item V. N. Review, Discuss,and Act as Appropriate on the 2006 International Plumbing Code, International Mechanical Code, International Fuel/Gas Code, International Energy Code, International Residential Code,and Local Amendments > Discussion of Chapter 10 of International Plumbing Code 1003 Mr. Elliott shared a copy of the report prepared by Richard J. Miller, P.E., on July 12, 1989, with board members. He shared that the term "grease trap"has been removed from the definition and the term "grease interceptors"is now used Staff recommended to the board that they carry forward the grease trap and grease interceptors'requirements as written in the City amendments,from Section 1003.3 to 1003.39. Mr. Wanzer made a motion support the staff's recommendation, seconded by Mr. Ray Johnson. Motion carried unanimously. Staff recommended leaving in Section 1003.4.2.2 through 1003.8.3. Mr. Wanzer made a motion to support the City staff's recommendation, seconded by Mr. James Norman. Motion carried unanimously. Motion was made by Mr. Corliss,seconded by Ray Johnson. Motion carried unanimously. The board acted on the following items. G2403—General Definitions: Delete definition for plastic piping:it does not mean PVC Motion was made by Mr. Wanzer,seconded by Mr.Hughes. Motion carried unanimously. * * * * * * * * * * * * * * * * * Delete G2413.6(Paragraph 33) Motion was made by Mr. Corliss, seconded by Mr. Bud O'Bryan. No action was necessary. * * * * * * * * * * * * * * * * * G2415.9.1—Delete from the 2006 IRC;however,make a reference to G2415.9 • Motion was made by Mr. Corliss, seconded by Mr. Ray Johnson. Motion carried unanimously. * * * * * * * * * * * * * * * * * G2417.4—Test Pressure Measurement Staff recommended deletion of this amendment in its entirety. Motion was made by Mr. Corliss,seconded by Mr. Bob Hughes. Motion was made by Mr. Corliss,seconded by Mr. Wanzer. Motion carried unanimously. * * * * * * * * * * * * * * * * * G2419.6—Location of gas shutoff valves for one and two family dwellings. Staff recommended deletion of this amendment. Motion was made by Mr. Wanzer,seconded by Mr. Corliss. Motion carried unanimously. * * * * * * * * * * * * * * * * * Plumbing. P2503.5.1--Rough Plumbing Staff recommended deletion of Item 3 of the local amendment. Motion was made by Mr. Wanzer,seconded by Mr. Corliss. Motion carried unanimously. * * * * * * * * * * * * * * * * * P2503.6— Water supply system test. Staff recommended deletion from amendments in its entirety. Motion was made by Mr. Johnson,seconded by Mr. Hughes. Motion carried unanimously. * * * * * * * * * * * * * * * * * P2503.7.2—Testing and certification of backflow devices The Mechanical/Plumbing Advisory Board amended Section 608.12 in the Plumbing.Code to read: "Mr. Maples recommended addition to the amendment 608.1.1 to read: Testing and certification of backflow devices. The owner of any reduced pressure principle backflow preventer, pressure-type vacuum breaker, and double-check valve assembly backflow preventer must have the backflow device tested and certificated by a Backflow Prevention Assembly Tester before a backflow preventer is placed in service and on annually basis thereafter. The Backflow Prevention Assembly Tester must file an original of the initial test certification and each Minutes of Mechanical/Plumbing Advisory Board Regular Meeting January 8,2009 Page 4 annual certification with the building official within 7 days of the testing." [This action was taken during the November 14, 2008, Mechanical-Plumbing Advisory Special Meeting.] The board motioned to apply this amendment to the 2006 IRC local amendments. Motion made by Mr. O'Bryan,seconded by Mr. Wanzer. Motion carried unanimously. * * * * * * * * * * * * * * * * * P2601.2—Connections to drainage system. Staff recommended deletion in its'entirety. Motion was made by Mr. Corliss,seconded by Mr. Hughes. Motion carried unanimously. * * * * * * * * * * * * * * * * * P2603.6—Freezing Staff recommended the deletion of this section from the local amendments. Motion made by Mr. Corliss,seconded by Mr. Wanzer. Motion carried unanimously. * * * * * * * * * * * * * * * * * P2902.4.6—Pumps and other appliances. The Mechanical/Plumbing Advisory Board amended Section 608.12 in the Plumbing Code to read: "Water pumps,filters, softeners, tanks and all other devices that handle or treat potable water shall be protected against contamination. Whenever a pump is connected to the potable water system, the water supply must be protected by a double check value assembly or pressure reduced assembly, which ever is appropriate, or by air gap." [This action was taken during the November 14, 2008, Mechanical-Plumbing Advisory Special Meeting.] The board motioned to apply this amendment to the 2006 IRC local amendments. Motion was made by Mr. Corliss to adopt this amendment, seconded by Mr. Wanzer. Motion carried unanimously. * * * * * * * * * * * * * * * * * Minutes of Mechanical/Plumbing Advisory Board Regular Meeting January 8,2009 Page 5 P2902.6—Location and backflow preventers The Mechanical/Plumbing Advisory Board amended Section 608.14 in the Plumbing Code to read: The board discussed mechanical support, measurement and installation of the grade. Recommendation from staff was to revise amendment to read:Access shall be provided to backflow preventers as specified by the installation instructions of the approved manufacturer. If needed, additional access and clearance must be provided to allow for the required testing, maintenance, and repair. Access and clearance must require a minimum of one (1)foot (305 mm) between the lowest portion of the assembly and grade,floor or platform. Installations elevated more than five (5) feet (1.53m) above the floor or grade must be provided with a permanent platform capable of supporting 500 pounds and provide mechanical support. [This action was taken during the November 14, 2008, Mechanical- Plumbing Advisory Special Meeting.] The board motioned to apply this amendment to the 2006 IRC local amendments. Motion made by Mr. Corliss,seconded by Mr. Wanzer. Motion carried unanimously. * * * * * * * * * * * * * * * * * R2903.9.3—Fixture valves and access Staff recommended deletion of this amendment since it is covered in the Plumbing Code. Motion was made by Mr. Johnson,seconded by Mr. Wanzer. Motion carried unanimously. * * * * * * * * * * * * * * * * * V. Review Candidates' Resumes for New Board Members and Make a Determination on Submittal of any Recommendations to City Council After discussion on recruitment efforts, the board noted that only one new application was received from Julio Sanchez. Board members discussed Mr. Sanchez qualifications and recruiting efforts made thus far. No action on this item was made by the board. Mr. Corliss changed the order of business and moved to Item VII. VI. Identify items to be placed on next Agenda Continuation of the International Residential Code review VII. Building Official Report: Department Update Mr. Maples informed of the departments efforts in updating documents and of amendment recommendations submitted by Architect Jeri Morey and Javier Huerta for the Building Code Board of Appeals consideration. 141s* 'NO Minutes of Mechanical/Plumbing Advisory Board Regular Meeting January 8,2009 Page 6 VIII. Public Comments Board members may not deliberate or make a decision on any matter presented at this time. The Open Meetings Act limits Board response to only two options: 1)a statement of specific factual information given in response to an inquiry; or 2)a recitation of existing policy in response to the inquiry. Any deliberation of or decision about the subject shall be limited to a proposal to place the subject on the agenda for a subsequent meeting. No one addressed the board during public forum. IX.
