Mechanical/Plumbing Advisory Board
Thursday,April 23,2009 at 11:30 a.m. CITY SECRETARY'S OFFICE

I. Call to Order
Meeting was called to order at approximately 12:20 p.m. by Mr. Corliss
II. Roll Call
Board members present: Scott Corliss, Bob Hughes, Everest Huerta, Mike Wanzer, Ray Johnson,
James Dildy, Bud 0'Bryan, and Sean Rodriguez
Board members absent: Robert Pate, Robert Sells, and James Norman
City staff present: Dale Jackson,Joseph Elliott, James Pendleton,Jay Reining and Catherine
Mireles
III. Address Absences from April 9,2009 meeting
Mr. Dilly stated he was preoccupied with work duties. Mr.Sells was once again absent and not
able to give an explanation Mr. Huerta came in late at approximately 2 p.m. He stated that he
misread the time on the Agenda and did not realize it was scheduled at an earlier time than usual
Mr. Corliss made the first motion to excuse these absences and Mr. Wanzer seconds. Motion
carried unanimously.
IV. Approval of Minutes: April 9,2009
Mr.Johnson made the first motion to accept minutes as written, seconded by Mr. Hughes. All
were in favor. Motion carried unanimously.
V. Review, Discuss, and Act as Appropriate on the 2006 International Plumbing Code,International
Mechanical Code, International Fuel/Gas Code, International Energy Code, International
Residential Code,and Local Amendments
The board reviewed rough drafts of the local amendments they have taken action on provided by
Mr. Reining in order to mods or make any additional changes that he may not have included
• The board had no concerns with the International Mechanical Code draft.
• Mr. Elliott had a concern regarding the deletion of Chapter One (Administration) of the
IECC. He wanted to point out that included in this chapter, are important tables that
need to be preserved
• Mr. Reining agreed that these tables should remain and Chapter One would not be
deleted after all. Mr. Reining also added that he has not completed the rough draft for
the IECC and that the board would need to revisit this code.
• The board continued by discussing Appendices H & I of the IPC, Mobile Home Parks
and Travel Trailer Parks.
• Mr. Elliott still stands by his recommendation to leave the design of the drainage for the
park itself be the responsibility of the engineer. SCANNED

• Mr. Reining states that standards still need to be established otherwise the engineer
would not be obligated to follow them.
• Mr. Jackson agrees with Mr. Elliott and believes that the simplest decision would require
the design to be done by a professional engineer. The design would then be reviewed by a
city plan examiner with the Plumbing/Mechanical Department.
• Mr. Wanzer asked the question of what the plumbing code does not include and Mr.
Reining stated that it does not include requirements for service buildings (Le. laundry
facilities, showers and laboratories) which is what is required for apartments. These
parks are categorized as an apartment which in the plumbing code requires such service
buildings for.
Mr. Rodriguez made a motion to retain appendices MU and replace "general provisions
of the standard plumbing code"to "general provisions of the IPC". Mr. O'Bryan seconds,
motion carried unanimously.
The Board began discussion on Sec. 608 of the IPC in regards to Irrigation
• It was determined that Sections 608.13.10& 608.13.11 are to be deleted.
• Mr. Rodriguez questioned as to why Sec. 608.16.5 is not on the draft provided by Mr.
Reining. The board stated that a motion was previously carried on this section. Mr.
Reining requests that this motion be provided to him for reference.
• The board continues discussing this section regarding the requirement of annual tests of
backflow preventers. It was also clarified that irrigation systems are not exempt from
annual testing; irrigation systems are classified as high hazard so therefore double
checks and atmospheric vacuum breakers are not allowed
• Mr. Johnson requested that the requirement for the submittal of test reports reflect the
state code which is ten days. Mr. Reining said that he will make the change and a vote is
not needed as long as there are no oppositions.
Sec. 614.1.1: Drip Emitters and Soakers
It was reiterated that the only change to be considered in this section would be to change five feet
to 48 inches. Motion was previously carried
Sec. 708.3.1: Horizontal drains within buildings& 708.3.2 Building Sewers
It was reiterated that the only change to be considered in these sections would be to strengthen it
from 100 feet apart to 80 feet apart. Motion was previously carried
Sec. 708.3.4: Building Drain and Building Sewer Junction
It was reiterated that the only change to be considered in this section would be to add 'two-way
double riser" as the required clean out at the junction for both the building drain and building
sewer. Motion was previously carried
Upon further discussion it was discovered that there was a conflict in the numbering of sections in
Chapter 7 in comparison to the local amendments. Therefore previous Council actions are not
reflected

VI. Review Candidates' resumes for new Board members and make a determination on submittal of
any recommendations to City Council
A. Resumes' needed are one each for: Irrigator, At-large not connected to the building
industry and a Commercial Builder
The board ran out of time allowed to discuss this agenda item and also no new resumes have
been submitted for review. This item will be placed on agenda for next months meeting.
NO ACTION TAKEN AT THIS TIME
VII. Identify items to be placed on next Agenda
Mr. Elliott stated the Agenda for the next scheduled meeting should look very similar to the
current meetings Agenda.
VIII. Building Official Report: Department Update
There was nothing to report at this time from the Interim Building Official

No one addressed the Board during public forum
