I. Call to Order
Meeting was called to order at approximately 2:15 p.m.
II. Roll Call
Board members present: Everest Huena,James Norman, Mike Warner, Scott Corliss, Ray
Johnson,James Dildy, Robert Pate, Bud O'Biyan, Robert Sells, and Sean Rodriguez
Board members absent: Bob Hughes and Robert Sells
City staff present Joseph Elliott, Dale Jackson,James Pendleton,Jay Reining and Catherine
Mireles
III. Address Absences
April 9,2009 Regular Meeting: Everest Huena&Robert Sells
April 23,2009 Special Meeting: James Horman,Robert Pate,&Robert Sells
Mr. Corliss made the first motion to excuse absences and Mr. Dildy seconded Motion carried
uananimously.
IV. Approval of Minutes: Special Meeting April 23,2009
Mr.Johnson made the first motion to accept minutes as written and Mr. Wanzer seconded
Motion carried unanimously.
V. Review, Discuss,and Act as Appropriate on the 2006 International Plumbing Code, International
Mechanical Code, International FueVGas Code, International Energy Code, International
Residential Code,and Local Amendments
The Board began discussion with the !ECC, Table 402.1.1: Insulation and Fenestration
requirements by component(Texas)
• Mr. Rodriguez raised a question regarding this table with reference to columns
describing R-values for mass wall and minimum wood frame wall;the increase of ceiling
values.
• Mr. Jackson stated that the only instance in which you would utilize this table is when
you are adding on to an existing building.
• Mr. Elliott raised a question regarding clarification of whether or not the Administrative
Chapter 1 will be deleted
• Mr. Reining stated that it will not
Mr. Wanzer made the first motion to accept the final draft of the IECC as written and Mr.
Corliss seconds. Motion carried unanimously.

The Board continued by discussing the International Fuel/Gas Code.
The Board revisited Sec. 404.9: Minimum Burial Depth in order to get a recollection of any action
taken place. The Board came to the consensus that they had previously taken action and agreed to
accept it as written in draft provided
Sections 406.4: Test Pressure Measurement. 406.4.1: Test Pressure&406.4.2: Test Duration
• The Board was in agreement that Sec. 406.4: Test Pressure Measurement was fine as
written in draft but had further discussion on Sec. 406.4.1.
• Staff recommends striking the existing local amendment, Sec. 406.4.1: Test Pressure and
the Board will revisit it when they proceed to adopt the 2009 codes. Staff decided to take
action on this item when Mr. Reining returns with a final draft.
• Board was in agreement that the action reflected in draft regarding Sec. 406.4.2: Test
Duration was correct.
Sec. 409: Gas Shutoff Valves
• Mr. Rodriguez questioned the deletion of this section and Sec. 409.6 of the local
amendments in the draft in order to make sure there is something comparable to it in the
IRC. It was determined that it is covered in IRC and Mr. Reining would make sure to
include it in the IRC draft.
• Mr. Reining clarified to the Board that they can make any amendments to codes with the
exception of the Energy Conservation Code whether it is to strengthen or weaken. He said
the Plumbing Codes states that municipalities may amend any provision of the code to
conform to local concerns that do not substantially vary from Board rules or other rules of
the state. He went on to say that other codes are even broader in explaining actions they
can take.
The Board began discussion of the Mechanical Code with regards to Sec. 307.2.1: Condensate
Disposal.
• Mr. Elliott voiced his concern over this section being deleted in the Mechanical Code draft.
He believes it should stand for the purpose of watering vegetation and foundations(on the
ground) due to drought conditions. He wants to make sure that it was not stricken from the
IRC. The initial intent was to strike this from the commercial aspect to make sure that
condensate is not dumped on the ground Mr. Elliot gave the definition of"approved" in
the code which states that the acceptable location of disposal of condensate is at the
discretion of the code official or other authority having jurisdiction.
• Mr. Reining confirmed that it is still in the IRC draft.
VI. Review Candidates' resumes for new Board members and make a determination on submittal of
any recommendations to City Council
A. Resumes' needed are one each for: Irrigator, At-large not connected to the building
industry and a Commercial Builder
The board took no action on this item.
VII. Identify items to be placed on next Agenda

VIII. Building Official Report: Department Update
The interim building official had nothing to report at this time.
IX. Public Comments
No one addressed the board during public forum.
