I. Call to Order
Meeting was called to order at 2::10 p.m.
H. Roll Call
Board Members Present: James Dila)), James Norman, Robert Pate, Karim Salighedar,Julio
Sanchez, and Mike Wanzer
Board Members Absent: Billy Largin, David Mathew, Bud 0'Bryan,Sean Rodriguez, and Robert
Sells
City Staff Present: Stephen Draper,Joe Elliott, Deborah Brown and Catherine Garza
III. Address Absences:
September 10,2009—James Norman and Robert Sells
October 08,2009-James Horman, Robert Pate, Sean Rodriguez,and Robert Sells
James Norman was the only Board member present to address his absences from September and
October. He stated his absences were due to business relations. Mike Wanzer made the first
motion to excuse his absence and Mr. Salighedar seconded;all were in favor. Motion passed
unanimously.
IV. Approval of Minutes: October 8,2009
Mr. Dildy made the first motion to accept minutes as written and Mr. Salighedar seconded;all
were in favor. Motion passed unanimously.
V. Board Appointments
It was determined that Mr. O'Bryan,Mr. Rodriuez, and Robert Sells are up for re-appointment.
Mr. Norman and Mr. Wanner are termed out. Bio forms/applications are needed in the following
categories: Master Plumber(1), Mechanical Engineer(1), Plumber(2-Journeyman),
Mechanical/HP-AC(1)and Home Builder(I).
VI. Proposed Special Meetings for November and December
The Board was made aware of the proposed special meetings for November and December. The
Board had no issues or concerns with the tentative dates and agreed to make and effort to
commit.
The Board was also presented with the tentative calendar dates for the 2010 Advisory Board
meetings. The Board had no concerns or issues in keeping with the same time of 2 p.m.

VII. Review, Discuss, and Act as Appropriate on the 2006/2009 International Plumbing Code,
International Mechanical Code, International Fuel/Gas Code, International Energy Code,
International Residential Code,and Local Amendments
The Board began discussion on the International Mechanical Code and Energy Conservation Code.
• Mr. Wanzer brought up his concern regarding R6 verses R8 Flex Ducts and suggests that
the Board consider taking action on the matter of adopting an amendment that states to
require R8 Flex Ducts instead of R6. Mr. Wanzer feels that in doing so it would help the
situation of duct sweating. He pointed out that the Mechanical Code refers back to the
Energy Conservation Code in Sec. 604.1 General regarding Insulation of the 2009
International Mechanical Code. He also stated that the city of Houston has taken this
action
• Mr. Elliott reiterated that amending anything from the International Energy
Conservation Code would need to be approved first by the Energy Systems Lab which he
is not in favor of doing so for the purpose of having R8 insulation across the board
commercially.
• Mr. Draper suggested tabling this subject;for Mr. Warmer to bring in some documents
supporting his suggestion such as pictures etc. to present to the Board that would help in
their decision If the Board decided in favor of his suggestion then they should feel free
to contact ESL in the form of a letter. Mr. Warner said he would bring forth such
documents to the next scheduled meeting.
City staff recommends adding as a local amendment, 506.1 General,from Chapter 5: Exhaust
Systems, Section 506: Commercial Kitchen Hood Ventilation Ducts and Exhaust Equipment, of
the 2009 International Mechanical Code.
Mr. Elliott recommends adding the standard 'NEPA 96'to Sec. 506.1: General, to be read as:
• 506.1 General. Commercial kitchen hood ventilation ducts and exhaust equipment shall comply
with the requirements of this section and NEPA 96. Commercial kitchen grease ducts shall be
designed for the type of cooking appliance and hood served
Mr.Dlldy made the first motion to support City Staff's recommendation and Mr.Salighedar
seconded;all were in favor. Motion passed unanimously.
With that motion in place,Mr.Dildy made the first motion to adopt the 2009 International
Mechanical Code as written with the deletion of Chapter I,to be substituted by City Legal staff,
and Mr.Salighedar seconded;all were in favor. Motion passed unanimously.
The Board moved forward and began discussion on the International Fuel Gas Code.

Mr. Wanzer made the first motion to elbn/nate all previous actions made by the Board to the
2003 Local Amendments,for the purpose of adopting the 2006 International Fuel Gas Code,
and adopt the 2009 International Fuel Gas Code as is to be amended with the exception of
Chapter 1. Mr.Norman made the second motion;motion passed unanimously.
Mr. Wanzer made the first motion to accept Section 14-261, with the exception to replace 2003
Edition with 2009 Edition,and Mr. Dlldy seconded;motion passed unanimously.
Mr. Wanner made first motion to accept Section 14-261.1, Chapter 1 Administration of the
International Fuel Gas Code as amended. Mr. Salighedar made the second motion; motion
passed unanimously.
There was no action/vote taken on Section 403.6 Plastic pipe, tubing and fittings.
Mr. Norman made a motion to adopt as a local amendment Section 404.10 Minimum Burial
Depth with the exception to make some modtfcations and Mr. Wanner seconded Motion
passed unanimously to have Section 404.10 to read as follows:
404.]0 Minimum burial depth.
All underground piping systems shall be installed at minimum depth of 18 inches(257 mm)
below grade.If a minimum of 18 inches(257 mm)of cover cannot be maintained,the pipe must
be installed in conduit or bridged(shielded).
Mr. Wanzer made the first motion to adopt as a local amendment Section 406.4 Test Pressure
Measurement with the exception to make some modifications and Mr. DBdy seconded Motion
passed unanimously to have Section 406.4, with an exception added,to read as follows:
406.4 Test pressure measurement Test pressure shall be measured with a manometer or with a
pressure measuring device designed and calibrated to read,record,or indicate a pressure loss due
to leakage during the pressure test period.The source of pressure shall be isolated before the
pressure tests are made.
Exceptions: A spring type mechanical gauge may not be used.
Mr. Elliott would like to make the board aware of a concern regarding Sec. 403.10.2 Tubing
Joints from Chapter 4:Piping Installations, Section 403 Piping Materials. His concern is the fact
that the identification for tubing fittings is a painted dot with potential to eventually fade away.
He would like for the Board to be attentive in this matter and if they see it as a continuing
problem to inform City staff so that it can be addressed by making any amendments.
VIII. Identify items to be placed on next Agenda
No one had any new suggestions to add to next meetings agenda.
IX. Building Official Report: Department Update
The Building Official had nothing to report at this time.
