Call to Order Meeting was called to order at 2 p.m. II. Roll Call of Board Members Board Members Present: James Dildy, Billy Largin, Sean Rodriguez, Karim Salighedar,Julio Sanchez, Robert Sells, and Mike Wanzer Board Members Absent: James Horman, David Mathew, Bud O'Bryan, and Robert Pate City Staff Present: Joe Elliott,James Pendleton, Tilo Schmidt,Deborah Brown, and Catherine Garza III. Consider Absences of Board Members from Regular Board Meeting of December 10,2009 There were no absences the Board needed to address. IV. Approval of Minutes from Regular Board Meeting of December 10,2009 It was stated that minutes for this meeting would be forthcoming. V. Consider Board Member Terms,Appointments,and Bio Forms There were no new Bio forms presented for the Board to take action on. VI. Discussion and possible action concerning the 2006/2009 International Numbing Code, International Mechanical Code, International Fuel/Gas Code, International Energy Code, International Residential Code,and Local Amendments Thereto The meeting began with City staffs recommendation to reinstate Chapter I of the 2009 International Plumbing Code, 2009 International Fuel Gas Code and 2009 International Mechanical Code to the local amendments. Mr. Warner made the first motion to support City stars recommendation and Mr.DBdy made the second motion;motion passed unanbnousty. Mr.DUdy made the first motion to eliminate all previous actions made by the Board to the 2003 Local Amendments,for the purpose of adopting the 2006 International Plumbing Code, and adopt the 2009 International Mechanical Code as is to be amended Mr.Sells made the second motion;motion passed unanimously. SCANNED • V• Minutes of Mechanical/Plumbing Advisory Board Special Meeting December 16,2009 Page 2 Mr. Elliott initiated discussion on Chapter 10 of the 2009 International Plumbing Code. Mr. Elliott pointed out that the word "trap"would no longer be used in the 2009 Edition of the Plumbing code and it is replaced with "interceptor". • City staff recommends the following: D To retain local amendments, Sections 1003.3: Grease Interceptors, 1003.3.1: Grease Interceptors and Automatic Grease Removal Devices, and 1003.12: Food Waste Grinders. D To retain local amendments, Sections 1003.3.6: Design Criteria and Sizing Methods for Custom Fabricated Grease Interceptors, 1003.3.6.2: Total Fixture Unit Count, 1003.3.6.3: Water Seal, 1003.3.6.4: Sampling Port and 1003.3.6.5: Manhole Covers. D To retain local amendments, Sections 1003.3.7(1003.3.6.6): Retention Time of Custom Fabricated Interceptors, 1003.3.7.1(1003.3.6.7): Concrete Interceptors, 1003.3.8 (1003.3.7): Prohibited Interceptors and 1003.3.8.1(1003.3.7.1): Carbon Steel. Mr.Rodriguez made the first motion to support City stats recommendations. Mr. Dlldy made the second motion;motion passed unanimously. • City staffs recommendation is to delete "detail shops"from Sec. 1003.4.2.2; replace the word "automobile"with "vehicle". To be read as: 1003.4.2.2 Garages and service stations.Where vehicles are serviced,greased,repaired or washed or where gasoline is dispensed,oil separators shall have a minimum capacity of 6 cubic feet(0.168 m3)for the first 100 square feet(9.3 m2)of area to be drained,plus 1 cubic foot(0.28 m3)for each additional 100 square feet(9.3 m2)of area to be drained into the separator.Parking garages in which servicing,repairing or washing is not conducted,and in which gasoline is not dispensed,shall not require a separator.Areas of commercial garages utilized only for storage of vehicles are not required to be drained through a separator. • City staffs recommendation is to add"detail shop"to Sec. 1003.5: Sand!interceptors in Commercial Establishments and Detail Shops;to omit the subsection 10015.3: Drainage to sanitary sewer. Mr.Rodriguez made the first motion to support city staff's recommendations. Mr.Login made the second motion;motion passed unanimously. VII. Identify items to be placed on next Agenda No new suggestions to add at this time.. VIII. Building Official Report: Department Update The Building Official was not present. IX.
