HomeMy WebLinkAboutMinutes Mechanical/ Plumbing Advisory Board - 03/12/1992 a3D•z City of Corpus Christi MINUTES OF THE REGULAR MEETING OF THE MECHANICAL PLUMBING ADVISORY BOARD March 12, 1992 BOARD MEMBERS PRESENT: Richard Miller Derwood Anderson Ronald Murray Zernie Smith James Michael Sutton Lew Larson Richard Rector Bill Smith Reed Glendenning BOARD MEMBERS ABSENT: Robert Olivo STAFF MEMBERS PRESENT: Lorenzo Gonzalez, Building Official Fred Pena, Building Code Engineer Lelland Kirbow, Acting Chief Mechanical\Plumbing Inspector Grace Amaya, Clerk Typist II Chairman Miller called the meeting to order at 2:00 p.m. , in the committee room on the first floor of City Hall. A motion was made by Mr. Anderson, seconded by Mr. Rector and passed unanimously to approve the minutes of the February 13, 1992 meeting. The public hearing was opened on Appeal No. P92-1. The appellant was Eugene C. Urban, representing Bay Area Healthcare Group, Ltd. appealing interpretations of the Plumbing Code, Sections 704.2.3 and 1303.3 regarding Pipe Cleanout Spacings and Drainage Pipe Installation Slopes, which address the drainage and cleanout requirements for building sewer installations. Mr. Derwood Anderson abstained from the discussion and voting due to a possible conflict of interest, and excused himself from the Board. Mr. Lelland Kirbow, acting Chief Plumbing Mechanical Inspector, described the appeal to the Board, explaining the Code sections in question. He stated that the design proposed did not comply with the code criteria ii regarding the spacing of clean outs not to exceed 75 feet, and a drainage z installation slope of (1/8") one-eighth inch per foot. He stated that the staff supports the Code requirements. z Mr. Chuck Urban made a presentation on behalf of Bay Area Healthcare Q Group Ltd. regarding the design. Mr. Urban then discussed the distinction between a building sewer and a private sewer, and requested that the 75 foot cleanout spacing requirement be waived in that a private sewer system was provided with manholes at a 500 foot spacing. Mr. Gonzalez, Building Official, explained that the design was a good Civil engineering design that under normal circumstances would be accepted if it were being dedicated to the City and placed in platted Utility easements. In the project in question, no dedication was taking place and no easements were in existence. Mr. Philip Skrobarczky, Project Contractor, also spoke on behalf of the Bay Area Healthcare Group, Ltd. Mr. Skrobarczky provided historical comments regarding other similar projects. After a lengthy discussion, a motion was made by Mr. Larson, and seconded by Mr. Rector, that alternate flowrates (or the fall) be allowed on the normally recognized civil proportion of the project, from the property line to the building, as permitted on larger projects, with eight (8) members voting for, and Mr. Murray voting against. Mr. Gonzalez clarified that this motion was applicable to this particular project only. Mr. Larson made a motion, seconded by Mr. Rector, and passed unanimously to require the building sewer line to have two-way cleanouts at the building, and require manholes spaced at 300 foot centers maximum. The next item on the Agenda was the discussion and consideration to recommend updating the Corpus Christi Plumbing Code, to include the 1991 editions of the Standard Plumbing and Gas Codes with local amendments. A motion was made by Mr. Rector, seconded by Mr. Anderson, and passed unanimously to recommend allowing as an alternate the use of manholes spaced at a distance not to exceed 300 feet on horizontal drainage pipes which exceed 4 inches in diameter, in lieu of the requirement to provide cleanouts at distances not to exceed 75 feet. Additionally, to include that the flow rate in the pipe be not less than 2 feet per second. In a subsequent motion Mr. Larson moved, seconded by Mr. Sutton, and passed unanimously to omit the testing of the Building Sewer in section 417.2.5. Mr. Sutton made a motion, seconded by Mr. Murray and passed unanimously to amend section 704.2.1 of the Plumbing Code to read "Each horizontal drainage pipe shall be provided with an accessible clean out at the upstream end of the pipe.", and that item 7 currently in code under the exceptions be removed. Mechanical Plumbing Advisory Board City of March 12, 1992 Corpus Page 3 Christi Mr. Larson moved, seconded by Mr. Anderson and passed unanimously to recommend updating the Corpus Christi Plumbing Code to the 1991 editions of the Standard Plumbing and Gas Codes with the proposed local amendments. Chairman Miller opened the floor for discussion regarding foundation problems in response to the presentation by AD-HOC Foundation Standards Committee the previous month.
