Chairman Miller called the meeting to order at 2:00 p.m. , in the committee
room on the first floor of City Hall.
The first item of business was the approval and correction of the minter of
the prior meeting on April 9, 1992. A motion was made by Mr. Ronald Murray,
seconded by Mr. Mike Sutton, and passed unanimously to approve the minutes
provided that the absence of Derwood Anderson be corrected.
The public hearing was opened on Appeal No. P92-2. The appellant was
Eugene C. Urban, representing Spohn Hospital South requesting an alternate
material and method of construction as per Plumbing Code Sections 704.2.4 and
1303.3.3 regarding the installations of pipe clean out spacings and drainage
piping installation slopes.
Mr. Derwood Anderson abstained from the discussion and voting due to a
possible conflict of interest, and excused himself from the Board.
Mr. Chuck Urban made a presentation on behalf of Spohn Hospital South
requesting a variance regarding cleanouts and slopes. Mr. Urban requested that
he be allowed to install the lines without cleanouts on 75 foot centers.
After a lengthy discussion, it was determined that the percent of grade
proposed would comply with section 1303.4 in that it would maintain a velocity of
not less than 2 feet per second.
Mr. Lelland Kirbow explained that approving the last appeal on Bay Area
Healthcare Group, Ltd. did not amend the Code; it only approved that one project.
He added that the design proposed did not comply with the Code criteria regarding
the spacing of clean outs and that the staff supports the Code requirements.

A motion was made by Mr. Larson, seconded by Mr. Olivo, and passed
unanimously to require the building sewer lines to have two-way cleanouts at the
building, and require manholes spaced on 300 foot centers maximum.
Mr. Lew Larson inquired about the status of the Ordinance. Mr. Lelland
Kirbow explained that the Ordinance was still undergoing legal review.
The meeting was adjourned at 2:25 p.m.
