MECHANICAL PLUMBING ADVISORY BOARD
June 26, 1992

Chairman Miller called the special meeting to order at 10:00 a.m. , in
the committee room on the first floor of City Hall.
A motion was made by Mr. Lew Larson, seconded by Mr. Zernie Smith, and
passed unanimously to approve the minutes of the June 11, 1992 meeting.
Mr. Rector made a motion to remove Appeal No. P92-3 from the table for
additional consideration. The motion was seconded by Mr. Lew Larson, and
passed unanimously. The appellant was Matthews Constructors, Inc.
representing Hoescht-Celanese Technical Center requesting concurrence with
an alternate material and method of construction in accordance with Plumbing
Code Section 103.7 regarding the use of fuseal polypropylene in lieu of
glass pipe for an above ground acid waste drain system as required by Code
Sections 1301.6 and 1401.6.
Chairman Miller briefly reviewed the request, the letter submitted by
Mr. Kenesson, Pilot Plant Technical Superintendent, and opened the floor for
discussion.
A discussion followed during which Mr. Hartman explained that the
present system is a mixture of carbon steel, glass and duriron, with a
procedure in place for the flushing of chemicals at the time of disposal.
Mr. Hartman clarified that chemicals in quantities up to a quart may be
disposed of in the system and would not affect a polypropylene system. Mr.
Kenesson, Pilot Plant Technical Superintendent, added that work by a Chemist
in the laboratory is done in small quantities and is flushed with water.
Mr. Lorenzo Gonzalez and Mr. Lelland Kirbow explained that
Manufacturers specifications provide a listing of chemicals that may be
used in a polypropylene system. Mr. Gonzalez added the staff had not heard
or received any conclusive information that the proposed system would be
handled in accordance with compliance reports, therefore, staff maintains
the position that the Code must be adhered to. Mr. Gonzalez also clarified
that in order for the staff to change or modify their position, conclusive
documentation clearly stating the use and treatment of chemicals, and
adherence to compliance reports and manufactures specifications was needed.

Mr. Sutton made a motion to allow the use of fuseal polypropylene
provided the disposal of acid is handled in a proper diluted form in
accordance to the Manufacturer s recommendations provided that Mr. Hartman
co-signs the letter submitted by Mr. Kenesson. The motion was seconded by
Mr. Rector and passed (5-3-1) with Messrs. B. Smith, Glendenning, Sutton,
Z. Smith, and Rector voting for, Messrs. Anderson, Larson, and Murray
against, and Chairman Miller abstaining.
The Board requested that the recently reviewed package of proposed Code
Changes be placed on next month's agenda for further discussion.
The meeting was adjourned at 10:50 a.m.
