Chairman Miller called the meeting to order at 2:00 p.m. , in the Committee
Room on the first floor of City Hall.
The first item of business was the approval and correction of the minutes
of the prior meeting of February 10, 1994. A motion was made by Mr. Sutton
seconded by Mr. Marek to approve the minutes with the corrections made by Mr.
Miller, and passed unanimously.
The next item of business was the Election of Officers. A nomination was
made by Mr. Rob Hurst to elect Richard Miller, Chairman. A motion was then made
by Mr. Hurst, seconded by Mr. Lew Larson and passed unanimously to elect Mr.
Miller, Chairman by acclamation.
A motion was made by Mr. Rob Hurst to elect Lew Larson, Vice-Chairman. A
motion was then made by Mr. Hurst, seconded by Mr. Murray and passed unanimously
to elect Mr. Larson, Vice-Chairman by acclamation.
The next item of business was the discussion and review of Plumbing Code
Section 922 Required Minimum Facilities.
Mr.Kirbow informed the board that some documentation from SBCCI had been
received for review regarding the fixture count male/female ratio.
Mr. Miller stated that he had reviewed some of the documentation and that
it did not identify the basic formula used in determining the male/female ratio
for the code.
A general discussion of possible code changes followed.

Mr. Kirbow referred to the criteria on limiting the fixture distance from
the weir to the trap hole, as a potential problem for possible amendment.
Mr. Miller identified another area of concern as the installation of a
water heater above an attic or ceiling without a permanent ladder in place.
Mr. Murray expressed concern with the code criteria requiring a residential
bath to be vented to the outside. He added that as long as the bath was vented
into a ventilated attic or crawl space it should not have to be ducted from the
appliance to the outside.
Mr. Kirbow stated that unless the code was amended enforcement of the
current code as adopted would continue, requiring ventilation to the outside air.
Mr. Murray also referred to Mechanical Code, Section #610 regarding
residential condensing unit insulation from the wall of the house to the
condensing unit junction having to be 1" thick, whereas most installations
used 3/8° thick material.
Mr. Smith suggested that if the code was to be enforced as adopted that the
people should be notified.
Mr. Kirbow responded that City staff had notified all registered
contractors and the community of the new code adoption and of their
responsibility to keep up with the changes.
Chairman Miller suggested that all board members review the code and
identify any areas of concern.
Mr. Smith inquired about the office procedure for calling in inspections.
A brief discussion followed during which it was concluded that the concern
was with starting work without a permit, in cases of an emergency, rather than
in requesting inspections. It was clarified that the permit clerk was not in a
position to determine whether an emergency existed or not and that such issues
should be referred to the Chief Inspector. A board census was established that
a clarification was needed in the area of what constitutes emergency work.
Mr. Miller suggested that the minutes be corrected to read that a log in
sheet of emergency permit notifications by telephone be maintained in the office.
The meeting was adjourned at 3:14 p.m.
