HomeMy WebLinkAboutMinutes Mechanical/ Plumbing Advisory Board - 05/12/1994 V ri nCity of Co us Christi MINUTES OF THE REGULAR MEETING OF THE MECHANICAL PLUBMING ADVISORY BOARD MAY 12, 1994 BOARD MEMBERS PRESENT: Lew Larson, Vice-Chairman Mike Sutton Ronnie Marek Rob Hurst Reed Glendenning Richard Rector Ronald Murray BOARD MEMBERS ABSENT: Zernie Smith Richard Miller Paul Brunsvold STAFF MEMBERS PRESENT: Lelland Kirbow, Chief Mechancial Plumbing Inspector Olga Carrion, Clerk Typist II Vice-Chairman, Mr. Larson, called the meeting to order at 2:05 p.m. , in the Committee Room on the first floor of City Hall. The first item of business was the approval or corrections of the minutes of April 14, 1994. Mr. Larson made a correction to the proposed amendment of Sections 401.1 and 401.2 pertaining to short sweeps allowed in 3 inch and larger plastic drainage systems. A motion was made by Mr. Sutton, seconded by Mr. Hurst and passed unanimously to approve the minutes as corrected. Mr. Kirbow, Chief Plumbing Mechancial Inspector pointed out that before the board proceeds with amendments to the City Council they should review all proposed changes. The next item of business was the petitions from the audience. Mr. Abey Flores, with the Coastal Bend Air Conditioning Contractors Association presented and reviewed a letter with the board. He added that in order to better serve the citizens of Corpus Christi, and facilitate their work load in a timely manner, they felt the following proposal would work well and be acceptable by the City of Corpus Christi and the Inspection Department. Registered Air Conditioning Contractors with the City would prior to starting any work, fax to the Inspection Department an application for a mechanical permit for emergency work. 2. After the Air Conditioning Contractor has faxed in an application for emergency work, that he should be given 24 hours excluding, Saturdays, Sundays and legal holidays to mail the application along with payment. Mr. Larson suggested that they table this matter and discuss it at next month's meeting. The next item was the discussion of possible amendments to Mechanical and Plumbing Codes. Mr. Marek expressed concern with furnances, heaters, etc. having to be readily accessible/accessible. Mr. Kirbow then read the definitions of: readily accessible - having access without the need of removing any panel, door or similar coverning of the item described and without requiring the use of a portable ladder, chairs, etc. accessible - having access to but which may require to remove any panel, door or similar covering of the item described. He added water heaters were the only appliance required to be readily accessible. Mr. Rector expressed concern regarding the thickness of platform walkways used to get to a furnance or heater. He added that in his opinion a quarter inch plywood was not adequate. Mr. Kirbow, Chief Plumbing Mechanical Inspector stated that there had been some cases where the platforms did not appear to be solid and were turned down. He added if the walkway is solid they have complied. Mr. Murray referred to the exhaust system at Sun Rise Mall for the bathroom exhaust venting. He added he could not find an approved re-circulating exhast vent for a toilet and had a major problem because of the prior construction. Mr. Kirbow, stated that the entire ceiling at the Mall was a return air system and could not be vented. He then read Section 308.1.3 of the 1991 Standard Mechanical Code pertaining to exhaust systems. Mr. Murray then stated that he had advised contractors that they had two choices one being to put in a central exhaust system and the second being to file an appeal for a concurrence of an alternate method for that particular part of the Mall for just CA-90 re-circulating fans. Mr. Kirbow clarified that a request for a concurrance would need to be filed with Building Official for approval before being referred to the board. 4 City of Corpus Mechanical Plumbing Advisory Board Christi May 12,woommovalm Page 3 Mr. Kirbow informed the board that he had received some of the information that they had requested pertaining to the City of Corpus Christi Commercial and Industrial Water Disposal Pretreatment Ordinance, Section 55-141 General Sewer Use Requirements. After reviewing the information the board suggested that they needed some clarification on some of the items listed. Mr. Kirbow stated the Waste Water Division was still researching and more information would be provided at a later date. Mr. Kirbow referred to Section 1501.3 of the 1991 Standard Plumbing Code pertaining to Drainage Required. The meeting was adjourned at 2:50 p.m. INSPECTION DIVISION LOR N2O ONZALE , P.E.
