HomeMy WebLinkAboutMinutes Mechanical/ Plumbing Advisory Board - 07/14/1994 410, 1110 City of Corpus Christi MINUTES OF THE REGULAR MEETING w\/ OF THE MECHANICAL PLUMBING ADVISORY BOARD JULY 14, 1994 BOARD MEMBERS PRESENT: Richard Miller, Chairman Lew Larson, Vice-Chairman Zernie Smith Ronnie Marek Ronald Murray Rob Hurst Mike Sutton Richard Rector Reed Glendenning STAFF MEMBERS PRESENT: Lelland Kirbow, Chief Mechanical Plumbing Inspector Lorenzo Gonzalez, Building Official Olga Carrion, Clerk Typist II Chairman, Mr. Miller called the meeting to order at 2:00 p.m. , in the Committee Room on the first floor of City Hall. The first item of business was the approval or corrections of the minutes of February 10, 1994, March 10, 1994 and June 9, 1994. A motion was made by Mr. Rector seconded by Mr. Glendenning to approve the minutes of February 10, 1994 as corrected. Motion carried. A motion was made by Mr. Hurst seconded by Mr. Glendenning to approve the minutes of March 10, 1994. Motion carried. A motion was made by Mr. Hurst seconded by Mr. Larson to approve the minutes of June 9, 1994 as corrected. Motion carried. The next item of business was the discussion and consideration to recommend amending the Administrative Chapter to provide for permitting of imminent/essential work. Mr. Gonzalez, Building Official stated that he had met with Mr. Abey Flores, the proponent and that they had reviewed several sections of the code related to the proposal. He added that a draft was prepared and that the difference was that under the emergency work provision an application would need to be filed within 24 hours and under the new verbiage contractors would need to obtain a permit within 24 hours. Mr. Smith stated he did not see the working difference between obtaining and having in hand and/or mailing an application with a check for a permit. He added that he did not agree with the word," obtain". P.O. Box 9277 • Corpus Christi, Texas 78469-9277 • (512) 880-3000 ifta/V fr City of Mechanical Plumbing Advisory Board CO US July 14, 1994 Christi Page 2 Mr. Miller stated that if the process of obtaining a permit actually occurred when a phone call was made or a fax were received that would constitute the actual obtaining of the permit and not when the money is paid. Thus when the paper work or the phone call gets to the office the City has in effect either verbally or by fax accepted that permit application. Mr. Miller added that they were concerned with the impact on the replacement of equipment and not with new installations. Mr. Kirbow, Chief Mechanical Inspector stated that the only mechanical permit required for replacment work would be for a condensing unit or furnace if under the Plumbing Code for gas. Mr. Miller asked whether a rewrite for replacement work could be prepared that would not pertain to new work, with consideration on how one obtains a permit without altering the entire process for obtaining a permit. Mr. Gonzalez read a draft of a proposed administrative chapter amendment as revised. A motion was made by Mr. Smith seconded by Mr. Murray to accept changes as read and proposed by Mr.Gonzalez. The motion carried unanimously. Mr. Miller suggested that staff set up a log-in book to record in coming calls of associated inspections. After a brief discussion a motion was made by Mr. Smith seconded by Mr. Murray to proceed with the boards recommendation to adopt the Administrative Chapter Section 103.1.1.1A Permit for Repair/Replacement Work amendment. The motion carried unanimously. Mr. Smith inquired about the process for handling complaints. He added that he would like for the City to mail a copy of complaints filed to the (TACA) Texas Air/Conditioning Association. The next item of business was the discussion and consideration to recommend amending Standard Mechanical Code Section 308.9.3 Clothes Dryer. Mr. Gonzalez stated that he had not received a written proposal from the proponent. No action was taken. Chairman Miller informed the board that Mr. Paul Brunsvold was no longer a member of the Mechanical/Plumbing Board.
