BIEND Regional Health Awareness Board (RHAB) Minutes 01/24/19 Voting Members Present: Dr. James Mobley, Dr. John D. Bowman, Dr. Mary Jane Hamilton Andy Saenz, Ron Jorgenson, Ricardo Ramirez, Dr. Shannon Ydoyaga, Sylvia Carrillo, Aron Baggett, Reynaldo Balboa Voting Members Absent: Dr. Albert Gest, Dr. Ming Zhong (proxy) Dr. J. Cesar Bezares-Cruz Dr. William W. Burgin, Ambar Qureshi, Ex Officio Members Present: Clara Rieder Ex Officio Members Absent: Annette Rodriguez, Susan Clewis Support Staff: PaulaKay Olivarez Visitors: Dr. James Miller, Beth Becerra I. Call to Order: Meeting was called to order by Dr. Hamilton at 04-12 p.m. 11. Identification of Quorum: Quorum was identified by PaulaKay Olivarez. 111. Approval of October Minutes: Motion to approve minutes with correction was made by Dr. John Bowman and seconded by Dr. Ydoyaga. Motion passed to approve minutes by voice vote. IV. Financial Report: PaulaKay Olivarez reported a beginning amended balance of $69,846.00 with a total of $3,288.64 year to date expenditures of November expenditures and a remaining balance of $64,915.36. RHAB received another check in the amount of $10,500 for FY 2019. City of Corpus Christi and Nueces County are due to submit funding for 2020. Sylvia Carrillo- Trevino asked when the City of Corpus Christi's last contribution was and PaulaKay reported that it was most likely in 2014 per City's records. The City of Corpus Christi makes contributions depending on need and with San Patricio contributing yearly, the balance has not been low. PaulaKay will send over information to Sylvia regarding last contributions and she will work on getting the City's portion. Clara Rieder mentioned that the CPR facemasks were purchased previously at her entity through Safeguard Promotion and RHAB could contact them for specifics. V. San Patricio County Industry- Beth Becerra mentioned pile driving at the La Quinta channel and it was a noisy operation however they are limiting this to daylight hours and the schedule allows for about 5 months. VI. Birth Defects Project: PaulaKay will schedule a birth defects presentation to the Corpus Christi City Council. Dr. Langlois has updated his birth defects presentation and Dr. Mobley will present to City Council. VII. Growth and Development: • Permit Tracking, New Developments, Traffic, and Harbor Bridge- o Clara Rieder reported seeing growth in the small business aspect in Aransas Pass with a new movie theatre and more hotels. She also reported a housing deficit in the area without any new housing areas breaking ground currently. Page 1 o Sylvia Carrillo-Trevino reported the City of Corpus Christi has shortlisted the desalinization plants to 10 sites with Harbor Island not on the list and should be in the final two by summer and will begin feasibility. She mentioned there are still quite a bit of hurdles to go through. o Sylvia Carrillo-Trevino reported that the Carmelites Nursing Facility on Everhart and Alameda was operating under a special permit for a nursing facility and residential zoning. She stated that the neighbors in the area are speaking up as the Diocese is looking to sell the facility to a buyer that is performing speculative zoning for commercial neighborhood, which allows a variety of uses for the facility. This includes multi-family in a higher density than what that neighborhood wants. She mentioned that what is limiting the City is the definition of group homes which limits what can be disallowed by the state. The Council has tabled the item to allow time for the developer and the neighborhood to come to a meeting of the minds. o Sylvia also mentioned that the Harbor Bridge is progressing quickly. The City came to an agreement with TxDot for $85million, up from $22million. VIII. Progress Report on Open Projects: • Air Quality — Dr. Mobley reported Chenier placing an air monitor at Stephen F. Austin University. IX. Monitoring Projects: No new updates. • Ballard Pits • Brine Service Company • Falcon Refinery X. End of Life Care: Dr. Gest is continuing to work on project. XI. Mental Health: Dr. Mobley reported that he has not heard any different plans for Spohn Memorial other than it is still to come down. Dr. Hamilton mentioned a meeting that took place last week, unsure of the origin, however she was concerned that the meeting did not have the right people involved. • Subcommittee: Ambar, Sylvia, PaulaKay XII. Hurricane Harvey: Dr. Mobley reported that the nursing home in Port Aransas was demolished, the WIC program has lost clients and Ingleside still has not recovered. Clara Rieder reported low income housing affected. XIII. Little Homes Project: Dr. Ydoyoga mentioned Little Homes were working with SkillsUSA to try and repurpose lumber after competitions, however they could not come to an agreement. XIV. Press Release: Dr. Miller is working on a tactical caffeine release and will forward to Dr. Mobley. Dr. Bowman will work on a weight-based insomnia release. XV. Public Comments: No comments. Board Comments: Dr. Mobley is working on a Farmers Market for San Patricio County, he met with Kristen Conner in Parks and Recreation and is working with Agrilife to create a community garden. Dr. Bowman reported that you can access a Food Desert Map to find more information. Dr Ydoyaga mentioned that Grow Local puts on a Farmers Market in Corpus Christi on Wednesday. Dr. Mobley asked that we place the Farmers Market/Community Garden on the next agenda. PaulaKay reported that the Medical Association send a second invoice to the City of Corpus Christi for a mistake they made in pricing for the helmets that were purchased and distributed previously. The City of Corpus Christi cannot pay a different price for items that were ordered, invoiced, paid and received once all has been done. Dr. Mobley stated that he would pay the difference. XVII. Adjournment: Motion to adjourn the meeting was made at 4-58 p.m. by Ron Jorgenson and seconded by Dr. Ydoyaga. The board unanimously voted in favor and motion passed. James A. Mobley, M.D., MPA.
