Regional Health Awareness Board (RHAB) Minutes 02/28/19

I. Call to Order: Meeting was called to order by Dr. Mobley at 04:19 p.m.
II. Identification of Quorum: Quorum was identified by PaulaKay Olivarez.
III. Approval of October Minutes: Motion to approve minutes was made by Dr. John Bowman
and seconded by Dr. Hamilton. Motion passed to approve minutes by voice vote.
IV. Financial Report: PaulaKay Olivarez reported a beginning amended balance of $69,846.00
with expenditures to date of $4,734.89 and an unencumbered balance of $63,576.11. February
total expenditures of $1,446.25. Currently still looking into the City and Nueces County position
of contributing funding.
• Dr. James Miller and Ron Jorgensen were introduced as new board members.
V. San Patricio County Industry: Dr. Mobley and Ron Jorgensen discussed the new steel mill
named Steel Dynamics that will be constructed in San Patricio County with two years until ground
break. Clara Rieder discussed a railroad that travels straight through Sinton to Refugio.
VI. Birth Defects Project: Birth Defects presentation has been rescheduled for the Corpus Christi
City Council. Nueces County has asked for an update and PaulaKay will schedule.
VII. Growth and Development:
• Permit Tracking, New Developments, Traffic, and Harbor Bridge:
o Clara Rieder and Ron Jorgensen discussed Harbor Bridge traffic and a three year plan
placed on hold for a by-pass over Gregory Portland.
o Ambar asked for a City report on traffic plans. Dr. Mobley mentioned we should invite the
City and TxDot Departments to discuss the roads.
VIII. Progress Report on Open Projects:

• Air Quality – Clara Rieder reported a boil notice in Aransas Pass. Dr. Mobley reported
Exxon placing an air monitor in Austin with a site to be determined. Ron Jorgensen
mentioned Chenier will also be placing an air quality monitor in the Austin area.
IX. Monitoring Projects: No new updates.
• Ballard Pits
• Brine Service Company
• Falcon Refinery
X. End of Life Care: Dr. Gest is continuing to work on project.
XI. Mental Health: No new updates.
• Subcommittee: Ambar, Sylvia, PaulaKay
XII. Hurricane Harvey: Dr. Mobley mentioned there are still huge numbers of victims with no way
to repair. Clara reported possible funding through Rebuild Texas.
XIII. Little Homes Project: Nothing new to report.
XIV. Farmers Market: Nothing new
XV. Windfest: PaulaKay will send out a sign-up sheet for volunteers to work shifts if the board
approves the booth fee for the event. PaulaKay will ask if funding can be used for booth fees.
Ron Jorgensen mentioned the fees for Windfest are $150 for a 10x10 space.
XVI. Press Release: Dr. Mobley mentioned “Tactical Caffeine” is ready for release, he is also
working on Dementia and Marijuana as topics for the future.
XVII. Public Comments: No comments.
XVIII. Board Comments: Dr. Mobley will seek information for board shirts at a local embroidery
company to be paid for by himself, not RHAB funding.
XIX. Adjournment: Motion to adjourn the meeting was made at 5:10 p.m. by Ron Jorgenson and
seconded by Ambar. The board unanimously voted in favor and motion passed.
