Regional Health Awareness Board (RHAB) Minutes 05/23/19
Voting Members Present: Dr. James Mobley, Dr. Mary Jane Hamilton, Ricardo Ramirez,
Ron Jorgenson, Constance P. Sanchez, Ambar Qureshi, Dr. James
Miller, Aron Baggett.
Voting Members Absent: Dr. John D. Bowman, Dr. Albert Gest, Reynaldo Balboa, Dr. J.

I. Call to Order: Meeting was called to order by Dr. Mobley at 04:37 p.m.
II. Identification of Quorum: Quorum was identified by PaulaKay Olivarez and introductions were
conducted.
III. Approval of October Minutes: Motion to approve minutes was made by Dr. Hamilton and
seconded by Dr. Miller. Motion passed to approve minutes by voice vote.
IV. Financial Report: PaulaKay Olivarez reported a beginning amended balance of $69,846.00
with expenditures to date of $9,849.01 and a remaining balance of $55,086.30. Encumbrance
of $4,910.69 for CPR masks. Dr. Mobley discussed funding for the next fiscal year from Nueces
County and Corpus Christ and holding off on San Patricio County until the City and County catch
up. PaulaKay reported an estimated beginning balance of $119, 940.00 for next year.
Ambar and Clara discussed a possible future mental health forum coordinated by RHAB and
using funding for that purpose.
V. San Patricio County Industry: Dr. Mobley discussed Care Regional Hospital and how the plans
have ceased. Clara Rieder discussed the physicians in the group and if they were moving
forward in a different capacity as she knows of patients in the San Patricio area that visit them.
Clara also discussed a steel plant on the outskirts of Sinton and the job fair they held recently.
Ron Jorgensen mentioned a new law regarding the annexation program that allows them to
continue if it began before the cutoff. Clara discussed EMS services to that area.
VI. Birth Defects Project: Dr. Mobley visited with Texas A&M School of Public Health Division and
presented the Birth Defects information to the professors. He will be passing on the information
to the EPA.
VII. Growth and Development: Nothing new to report.

X. End of Life Care: Motion to remove from agenda was made by Ron Jorgensen and seconded
by Clara Rieder. Motion passed to approve minutes by voice vote.
XI. Mental Health: Mental health was discussed at time of Financial Report.
XII. Hurricane Harvey: Clara discussed the slow progress to rebuild.
XIII. Little Homes Project: Motion to remove from agenda was made by Ron Jorgensen and
seconded by Aron Bagget. Motion passed to approve minutes by voice vote.
XIV. Farmers Market: Dr. Mobley stated that the project will have a reopening in the summer and
RHAB will look into it then for the helmet give away.
XV. Press Release: Dr. Mobley is currently working on the measles and flu press releases.
XVI. Public Comments: No comments.
XVII. Board Comments: Clara Rieder discussed the Active Shooter Training on July 17 -18th at the
Ortiz Center in Corpus Christi with a full-scale exercise on July 20-21st. Ambar reported two
local high schools that recently experienced a lock down and discussed if we may take this into
consideration for a press release. Clara reported that Aransas Pass has a very active police
chief and training program and is working on an active shooter training. Dr. Hamilton discussed
Innovative Readiness Training (IRT) to be held in June of 2020.
XVIII. Adjournment: Motion to adjourn the meeting was made at 5:03 p.m. by Ambar Quershi and
seconded by Dr. Hamilton. The board unanimously voted in favor and motion passed.
