Regional Health Awareness Board (RHAB) Minutes 07/25/19

I. Call to Order: Meeting was called to order by Dr. Mobley at 04:15p.m.
II. Identification of Quorum: Quorum was identified by PaulaKay Olivarez and introductions were
conducted.
III. Approval of October Minutes: Motion to approve minutes was made by Dr. Bowman and
seconded by Rong Jorgensen. Motion passed to approve minutes by voice vote.
IV. Financial Report: PaulaKay Olivarez reported a beginning amended balance of $69,846.00
with expenditures to date of $11,973.68. Encumbrances of $4,910.69.00.
V. San Patricio County Industry: Clara Reider discussed the steel mill coming to San Patricio
County near the train tracks. Dr. Mobley reporting seeing Corpus Christi Police Officers
patrolling HWY 361 in Ingleside and assuming roles in San Patricio County.
VI. Birth Defects Project: Nothing new to report.
VII. Growth and Development: Nothing new to report.
• Permit Tracking, New Developments, Traffic, and Harbor Bridge:
VIII. Progress Report on Open Projects:
• Air Quality – Nothing new to report.
• Vibrio – Clara Reider discussed cases of Vibrio from shellfish.
• Water Quality - She also mentioned the article in the New York Times naming 5 of the
dirtiest beaching in the City of Corpus Christi. Aron Baggett spoke of the storm water
drains that empty into the bay that provide bacteria levels during run off. Clara also spoke
of oil washed up in the Aransas area with the Coast Guard investigating.
IX. Monitoring Projects: No new updates.

X. Mental Health: Clara discussed a meeting to be held tomorrow by the Coastal Bend BRAC.
XI. Hurricane Harvey: Dr. Mobley discussed Aransas Pass still experiencing difficulties with
medical care.
XII. Farmers Market: Dr. Mobley discussed the Community Garden in Portland in September with
a potential site. He will keep the board updated.
XIII. Northside Communities: Dr. Mobley discussed Zachary Lawson’s request for information. Mr.
Lawson is concerned with the health of the resident s and has emailed every official in the area.
RHAB has provided him information on where to look and receive the information he is seeking.
Dr. Mobley stated he doesn’t believe RHAB has a role in the matter with the amount of people
he is emailing to fulfill his request. PaulaKay stated she sent him information to join our monthly
meetings, either in person or by phone, and he responded that he did not think it would be
beneficial to him.
XIV. Press Release: Dr. Mobley is working on “probiotics” and “10,000 steps a day” press releases.
XV. Public Comments: None
XVI. Board Comments: PaulaKay discussed the CCPD Back to School event on Saturday.
XVII. Adjournment: Motion to adjourn the meeting was made at 4:35 p.m. by Dr. Miller and seconded
by Ricardo Ramirez. The board unanimously voted in favor and motion passed.
