I. Meeting was called to order by Staff Liaison, Neomi R. Ramirez at 4:12 p.m.
11. Roll Call of Members—Quorum present--noted Gus Gonzalez absent.
III. Margie made motion to have Robert Gutierrez,Citizen board member to conduct this meeting.
Valerie Gray second motion.Vote was unanimous, motion passed meeting was conducted by Mr.
Gutierrez. Formal selection of Board Chair and Co-Chair will be selected at next Board Meeting.
IV. Presentation of Appeal Cases—Discussion and Possible Action
A. SMF-0001 Abut Qasim Mosque 7341 McArdle Rd.
1. Mrs. Ramirez presented case findings for her ruling was based on current trip
factors as adopted by ordinance. Research did not indicate any different usage of
property other than a Mosque.
2. Mr. Samer Jifi Bahlol presented their case that their Mosque provides religious
services and is requesting that the trip factor should be the same as a Church at 1.4.
a) Discussion by board and their concern on the lack of data in the manual
supporting new land uses. Adria Schreiber-Garza spoke on the trip factors and
data as published and adopted.
b) Margie Rose made motion for trip factor change to be like a church.
Second by Valerie Gray,Vote was taken, unanimous decision, motion passed to
change Mosque trip factor rate to be 1.40 same as a church.
B. SMF-0002 Independence Lodge No.1337 AF ,1442 Shely Street
1. Mrs. Ramirez presented case findings for her ruling was based on current trip
factors as adopted by ordinance. Research did not indicate any different usage of
property other than a private lodge.
2. Mr. Sinoet Contreras presented their case stating they are a nonprofit fraternal
organization which meets four(4)times each month and the Ladies Auxiliary meets twice
a month. Mr. Contreras presented attendance records supporting the minimal vehicular
traffic. They are requesting to be changed to a Single tenant office building. There is five
(5) Masonic Lodges in the city and One(1)Masonic Temple and even though they are a
lodge they do not rent out their facility,they do not have dining and drinking facilities or
have recreation and entertainment areas similar to Lodges like the VFW, Moose or Elks
lodges.
3. The following are supporters of the designation change from other Masonic
lodges in the city that were allowed to speak during the meeting and provide Board
Members additional information to consider. Armando Cacares, Dan Hogan, Paul
Underwood, Greg Roland,Wayne Schroeder, Erol Pena.
a) Margie made a Motion to deny request to change designation to a Single
Tenant Office Building,Valerie Gray second motion,vote tied 2-2 no action taken
on motion.
b) Bill Stein made motion to table this item until next meeting and allow for a
consolidation of the six(6)Masonic lodges similar in nature to present at next
board meeting for alternate land use designation. Second by Valerie Gray,vote
taken motion passed.
V. Identify items to be placed on next agenda
A. Election of Chair and Co-Chair
