Call Meeting to Order - Mr. Edd Price, Vice-Chairman, called the meeting to order at 2:31 p.m. II. Approval of Minutes - Minutes of January 28, 2013 were approved. III. Presentations and Discussions - a. Monthly Traffic Fatality Report: Capt. Gutierrez reported one (1) new fatality, which brings the total to four (4) fatalities for year 2013. He said this fatality occurred at the 2700 block of Morgan Ave. on February 14 at approximately 1:39 a.m. He mentioned it was a 63-year-old female driving at a high rate of speed on Morgan Ave. as she was crossing Port Ave. There is a hump on the road and when she went over the hump, she lost control, slid sideways, and rolled her vehicle. Ms. Cudd commented she likes the way some personal information has been marked out on the traffic accident reports. Mr. Cardenas reported the personal information of the individuals on the reports has been marked out to protect the names, addresses, license plates and any other personal information. Mr. Price suggested speaking with the Legal Department to ensure everything that needs to be marked out has been and is approved by an attorney. b. Monthly bicycle and Pedestrian Subcommittee Report: Ms. Arnold mentioned the subcommittee did not have a quorum at their last meeting; therefore, they did not meet. Ms. Arnold reported the Educational Bike Ride originally scheduled for April, might be postponed until May, since there was not a meeting to plan the bike ride. The TAC would be invited to participate in the bike ride and will inform everyone when it would be held. In addition, Ms. Arnold reported on the educational safe passing signs. She said Mr. Cardenas has been working on creating an educational sign that would be placed alongside the road in areas where safe passing maybe an issue. This is to educate motorists and bicyclists on where to ride and that there is a 3 ft. distance established. The subcommittee still working on the approval of the sign and is directing Mr. Cardenas to locations regarding where to install the signs. She said this is something coming up in the near future and will continue to keep this committee informed. c. Police Department Traffic Enforcement Complaints: Capt. Gutierrez reported the complaint at Skipper Ln. and NAS Dr. has been an ongoing complaint. This is happening at about 5:00 a.m. and these are some CCAD employees heading to work in the morning. The graveyard units have been conducting some traffic enforcement at this location. He said one of the major concerns in this area is people going through the neighborhood trying to avoid the traffic congestion. Capt. Gutierrez mentioned that 1800 Melisa Ln. came up again, they went to this location in the morning and afternoon and they are not finding too many violations. Another concern is at Waldron Rd. and Glenoak Dr. and this has been a reoccurring speeding problem. Capt. Gutierrez mentioned the motorists are not getting it and they are writing too many citations in this area. In addition, the Staples St. Construction Project has been getting many complaints. He said motorists are making left turns in the construction area and it is extremely Page 1 of 3 difficult for the officers to enforce the traffic violations without becoming part of the problem themselves. People are making left turns and traffic backs up so officers cannot get to the violators. They are thinking about placing officers in parking lots. d. Top 20 Traffic Accident Locations for the Month: Capt. Gutierrez reported the top location for the month of January is 2501 HWY 181 with four accidents. He commented they have not done any traffic enforcement at this location in the last two weeks but are going back to slow motorists down in this area. Capt. Gutierrez mentioned for the month of January the top two locations had four accidents. e. Urban Transportation Plan Amendments: None f. Unified Development Code (UDC): Mr. Cardenas said nothing for this month but will have some next month. He reported there would be some changes Engineering Services and Development Services have been working on. Mr. Cardenas mentioned he would be giving an update on the changes to the Unified Development Code (UDC) next month. g. Discussion with Possible Action Taken on Speed Limit on County Rd. 69 between County Rd. 52 and FM-624: Mr. Cardenas demonstrated an exhibit and discussed the studies conducted in December 2012 showing the speed limits on County Rd. 69. He said the 85th percentile is 55 mph and they are recommending 55 mph in this section. Currently, any county road with no speed limit posted the speed limit is 60 mph. This portion is within the city limits. Versus in the city limits any street that the speed limit is not posted the speed limit is 30 mph. Mr. Cardenas stated it is important to set the speed limit on this section of County Rd. 69. Ms. Cudd inquired if the speed limit was posted in this area. Mr. Cardenas said no but in the city ordinance is rated at 30 mph. Mr. Price inquired if the speed limit right now is set at 60 mph. Mr. Cardenas said this portion of County Rd. 69 is 30 mph since it is within the city limits but south of County Rd. 52 is set at 60 mph but it is not posted. He said this portion of County Rd. 69 has been recently reconstructed; it is now a wider roadway. Again, staff is recommending setting the speed limit at 55 mph. h. Discussion with Possible Action Taken on "Speed Zone" on McArdle Rd. between Rodd Field Rd. and Ennis Joslin Rd.: Item tabled until next month. i. Discussion on No Cell Phone Use While Driving: Mr. Jacobi discussed House Bill 63 introduced by State Representative Tom Craddick from Midland and Senate Bill 28 introduced by State Senator Judith Zaffirini from Laredo. He said these two bills would prohibit texting while driving in Texas. j. Discussion on Agreement between the City and TAMU-CC Regarding Nile Dr.: Mr. Cardenas reported he checked with Development Services and found out this deal never went through. He said a small portion of Nile Dr. was sold to TAMU-CC. Mr. Cardenas mentioned this is already in the ordinance and it was platted that way. Ms. Cudd inquired if there were any plans of closing Nile Dr. Mr. Cardenas said just the small portion described in the attached maps. k. Discussion of TAC Vacant Positions: Mr. Cardenas reported the City Secretary's Office is requesting additional candidates for the vacant positions. However, city staff and this committee have recommended Mr. Bryan Hall and Mr. Scott Harris to Page 2 of 3 be part of this committee. Mr. Cardenas mentioned the good news is the candidates will be going to City Council in March to be appointed to this committee. IV. Staff Recommendations requiring Committee Review for Recommendations/ Actions a. Appointments to the Bicycle and Pedestrian Sub-committee: None b. Request to Recommend Speed Limit on County Rd. 69 between County Rd. 52 and FM-624 with Possible Action Taken: Mr. Jacobi motioned to adopt the recommended speed limit of 55 mph between FM-624 and County Rd. 52. Mr. Villarreal seconded. Motion passed. c. Motion to Reappoint Mr. Chase Carlisle as Committee Member to the Transportation Advisory Committee with Possible Action Taken: No action needed on this item. d. Motion to Elect Chairperson to Transportation Advisory Committee with Possible Action Taken: Ms. Cudd motioned to elect Mr. Edd Price as chairperson of the Transportation Advisory Committee. Motion seconded by Mr. Jacobi. Motion passed. e. Motion to Elect Vice-Chair to Transportation Advisory Committee with Possible Action Taken: Mr. Jacobi motioned to elect Ms. Sheila Cudd as vice-chairperson of the Transportation Advisory Committee. Motion seconded by Ms. Arnold. Motion passed. f. Request to Recommend "Speed Zone" on McArdle Rd. between Rodd Field Rd. and Ennis Joslin Rd. with Possible Action Taken: Item tabled until next meeting. V.
