Meeting Minutes
Monday, February 24, 2014
L. Call Meeting to Order: Mr. Edd Price, Chair, called the meeting to order at 2:32 p.m.
Quorum: The required committee members were present to conduct a meeting.
Present: 7 •-- Edd Price, Sheila Cudd, Dennis Miller, Gretchen Arnold, Robert
Jacobi, Scott Harris and Tommy Watson.
Absent: 2 -• Henry Palacios and John Garcia.
II. Approval of Minutes for January 27, 2014: A motion was made by Mr. Harris,
seconded by Ms. Cudd that the minutes be passed. The motion carried by unanimous
vote.
III. Public Comments: None.
IV. Consent Agenda
a. Traffic Crash Data Trends
• Monthly Traffic Fatality Report
• Top 20 Traffic Crash Locations for the Month
• CCPD DWI 2014 Statistics
lb. Grade Crossings: Ms. Cudd asked what the TAC's role with the grade crossings
is. Mr. Chong mentioned this item seems to be a current issue in terms of safety
and access at grade crossings. Union Pacific Railroad and Kansas City Southern
are the primary operating railroad companies in Corpus Christi. They have a
series of grade crossings, which are passive or active. The key issue with the City
is the access of the grade crossing itself. He mentioned the KCSF grade crossing
at Up River Road was recently repaired.

V. Action Agenda - No Action Items.
VI. Information Agenda
e. Introduction of New Appointed TAC Member, Dennis L. Miller, P.E.: Mr. Chong
introduced Mr. Dennis Miller. He is a professional engineer who brings three
decades plus of professional experience. Mr. Miller said most of his experience has
been in the private sector.
f. Traffic Enforcement Initiatives:
• Stop Aggressive Drivers (SAD) Campaign, Capt. Gutierrez reported they
teamed up with the Department of Public Safety (DPS) in an effort to slow
the drivers down to the speed limit. This campaign has been very
successful, in a one-day period they handed out over 400 speeding
citations.
• Spring Break: Several meetings have taken place to get prepared for
Spring Break.
• Buc Days: They have attended a series of meetings to get ready for street
event as well. Mr. Harris inquired if the closure of Shoreline Boulevard due
to the construction is taken into consideration for this street event. Capt.
Gutierrez responded definitely they met with several entities to ensure that
it is safe for everyone. The route will be altered this year; it is actually
going northbound as opposed to southbound as it has in the past.
g. Performance - Based Planning It Programming Guidebook: Mr. Chong mentioned
this is a new way of looking at planning and programming projects by the U.S.
Department of Transportation. It is a relatively new initiative that is being
promoted nationally down to TOOT and eventually to the CCMPO. This is the
Guidebook; it is a very comprehensive document that describes the principles and
practices of proper performance base management.
h. MobilityCC: Mr. Chong presented the Implementation Matrix and said the basic
elements for the MobilityCC are planning, design and maintenance. These are the
value principles that were set over a course of two years. It covers multi-modal,
all aspects of travel.

i. Bond Program Projects
• Ocean Dr. at Louisiana Avenue - Roundabout: Mr. Chong said this project
would be initiated after the Shoreline Boulevard Realignment Project is
done. The original concept was to upgrade the traffic signal; there is
limited access to make a left turn going northbound on Ocean Drive onto
Louisiana Boulevard. He said Freese and Nichols are involved with this
particular project. Mr. David Ambriz commented one of the City Council
Members requested to look into the possibility of a roundabout at this
location. Ms. Arnold asked if this project has been approved. Mr. Ambriz
responded no, they have asked the consultant to take a look at it. This
project will be taken to several committees and then the public for their
input.
• Project Updates - Bond Program 2012 Et 2014: Ms. Elena Buentello with
Capital Programs presented a brief overview on the status of the Bond 2012
Street Projects. She mentioned there would be some amendments coming
to the MobilityCC. Next month, they will bring a more specific project
schedule that will give an overview of the projects and when each project
will be going to construction. In addition, they are getting ready for the
Bond Program 2014 Street Projects. They are tracking the design so if
approved by the voters they will be ready to go.
j. Regional Transportation Program Ft Projects
• Nueces County: No report.
• Corpus Christi Regional Transportation Authority: Mr. Chong reported
part of the "Vamonos" long-range plan is to initiate better service
improvements. He said they have a two-phase program to improve and
enhance transportation services. In addition, Mr. Jeffrey Pollack with HDR
was recently appointed to director of the board of the CCRTA.
• Corpus Christi Metropolitan Planning Organization: Ms. Brigida Gonzalez
with the Corpus Christi Metropolitan Planning Organization (CCMPO)
discussed a recent study they prepared called Pedestrian-Transit Access
Master Plan. The primary partners for this plan were the City of Corpus
Christi, the CCMPO and the Corpus Christi Regional Transportation Authority
(CCRTA). This Master Plan has been developed by the Federal Transit
Administration's (FTA) Livable Communities Initiatives (LCI). The purpose
of the FTA guideline is to develop a plan that enhances or promotes transit.
• TxDOT - Harbor Bridge Project: Mr. Chong reported there was a public
meeting last Tuesday, February 18, 2014, regarding this project. Ms.
Gonzalez mentioned the meeting on Tuesday had a pretty good attendance.
There was extensive input from the public. She said TxDOT had
visualization of the new bridge as it comes across the horizon, it was very
interesting.

L Bicycle and Pedestrian Subcommittee Report: Ms. Arnold reported some of the
initiatives the group is working on are identifying new locations to install about 20
safe passing signs. The Subcommittee is trying to do a City Leadership bike ride
for this year. In addition, the group requested City staff bring back the final plans
of the Shoreline Boulevard Realignment Project to give update on Option 1 and
Option 2 on parking.
