HomeMy WebLinkAboutMinutes Transportation Advisory Committee - 03/24/2014 Transportation Advisory Committee Meeting Minutes Monday, March 24, 2014 L Call Meeting to Order: Mr. Edd Price, Chair, called the meeting to order at 2:30 p.m. Quorum: The required committee members were present to conduct a meeting. Present: 6 -„ Edd Price, Sheila Cudd, Dennis Miller, John Garcia, Scott Harris and Tommy Watson. Absent: 3 Gretchen Arnold, Henry Palacios and Robert Jacobi 11'. Approval of Minutes for February 24, 2014: A motion was made by Ms. Cudd, seconded by Mr. Miller that the minutes be passed. The motion carried by unanimous vote. III. Public Comments: None. IV. Consent Agenda a. Traffic Crash Data Trends • Monthly Traffic Fatality Report • Top 20 Traffic Crash Locations for the Month • CCPD DWI 2014 Statistics b. Grade Crossings: Mr. Chong said the data in the map was extracted directly from the Texas Railroad Information Management System (TRIMS) and placed in their Geographic Information System (GIS). The data is a representation of the active grade crossings in the City of Corpus Christi. Mr. Harris asked if any of the grade crossings have been improved or will be improved. Mr. Chong said the grade crossing on Up River Road owned by Kansas City Southern was repaired last month. Union Pacific Railroad will be making the improvements to the second grade crossing on Up River Road. Mr. Watson that mentioned last month he inquired about the terrible improvements done to the grade crossing on Agnes Street and Baldwin Boulevard. He stated this is a safety hazard. Mr. Chong said his comment is noted and recognized and will look into his concern. • Mr. Edd Price called for the consent agenda. Mr. Harris requested item b be pulled for discussion. Mr. Harris motioned to accept the consent agenda. Mr. Watson seconded. Motion passed unanimously Aye: 7 _ Edd Price, Sheila Cudd, Dennis Miller, John Garcia, Scott Harris and Tommy Watson. Reappointment of TAC Members for Another Term • Motion to Reappoint Mr. Edd Price as Committee Member to the Transportation Advisory Committee: Mr. Watson motioned to reappoint Mr. Edd Price as Committee Member to the Transportation Advisory Committee. Ms. Cudd seconded. Motion passed. Aye: S - Sheila Cudd, Dennis Miller, John Garcia, Scott Harris and Tommy Watson. Abstained: 1 - Edd Price Absent: 3 - Gretchen Arnold, Henry Palacios and Robert Jacobi • Motion to Reappoint Mr. Tommy Watson as Committee Member to the Transportation Advisory Committee: Ms. Cudd motioned to reappoint Mr. Tommy Watson as Committee Member to the Transportation Advisory Committee. MobilityCC • MAP 21 - Performance Management: Mr. Chong said this is a federal Surface Transportation Act and is the first bill that pushes the concept of performance management throughout the whole level. In addition, he discussed the City ordinance defining MobilityCC. Page 2 of 4 • FHWA Functional Classification Guidance Update: Mr. Chong said they are working with the US Department of Transportation; they are helping us define the performance management system for the MobilityCC in Corpus Christi. g. Bond Program Street Projects • Ocean Dr. at Louisiana Avenue - Roundabout: Mr. Dan Bites, Executive Director of Public Works, gave an update on the proposed roundabout at Ocean Drive and Louisiana Avenue. He said this is a 2012 Bond Program Project, on Ocean Drive from Buford Street to Louisiana Avenue. Mr. Bites mentioned roundabouts are safer than traffic signals when applied appropriately because they reduce fatalities, injuries, crashes and slow down traffic. h. Regional Transportation Program Et Projects • Nueces County: No report. • Corpus Christi Regional Transportation Authority: Mr. Chong reported the CCRTA is proceeding with their new structural bus routing throughout the City of Corpus Christi effective in June 2014. He commented this is Phase 1 and Phase 2 should be in June 2015. • Corpus Christi Metropolitan Planning Organization: Mr. Chong reported the MPO is conducting a 5-year update for Metropolitan Transportation Plan to the year 2040. Associated with this is their 2040 Travel Demand Model (TDM) that uses software called TransCad. They are also looking at the functional classification of the highways. • TxDOT: Mr. Chong talked about a proposal to widen SH 361 towards Port Aransas. In addition, he discussed a project proposing to lengthen the dual Left-turn lanes on eastbound Park Road 22 to northbound SH 361. i.
