Meeting Minutes
Monday, June 16, 2014
I. Call meeting to order Mr. 8dd Price, Chair
II. Approval of Minutes for April 28, 2014: There were no minutes to present, in the
packet.
III. Public Comments: Ed Price read the staff memo on Third Street and asked for City
comments. Raymond Chong presented the results. Scott Harris motioned to open
public comment. Gretchen Arnold seconded. The motion was passed. Of the 25 lots,
there are only eighteen property owners. We received 8 responses back via mail.
Four were in favor and four opposed. Raymond Chong said "beyond the street itself
we received six negative outside comments."
Motion to end public comments: Scott Harris motioned to close public comments.
Dennis Miller seconded. Motion passed.
Scott Harris requested the City follow up on email from the Fire Department and
discuss findings in the next meeting. Raymond Chong stated he will update the
survey. Hospital and Police had no comment on conversion of street. City will re-
issue a second reminder. Gretchen Arnold motioned for the City to re-issue a second
notice. Scott Harris seconded. Motion passed.

Motion to accept consent agenda
V Action Agenda
c. Third Street between Del Mar Boulevard to Ayers Street- Change to
two-way street: Addressed during public comments.
d. Oak Park Elementary School One-Way Street:
Principal of Oak Park Elementary School, Kelly Loving, came and spoke
about the conversion of Elmore Street and McLeod Street to one-way
streets.
Raymond Chong concurs with her to change them to one-way streets.
Tom Watson motioned to accept recommendation. Sheila Cudd seconded.
Motion passed.
Dennis Miller asked about TCP and Mark Gutierrez mentioned training staff.
Raymond Chong stated that an ordinance would be created.
VL, Information Agenda
e. Leadership Bike Ride: Gretchen Arnold informed the committee that the
ride was successful for all participants.
f. Traffic Enforcement Initiatives - Commander Gutierrez
• Fourth of July- 15 officers will be on overtime duty.
• Speeding- Speed traps are set up at certain turnarounds and they
are getting it under control.
g. Robert Drive between Alameda Street and Ocean Drive - Raymond Chong
addressed City improvements that include: trimmed edge tines, placement
of more rumble strips, and replacement of the speed limit sign.
h. Mobility CC - Raymond Chong - Dennis Miller motioned adding Gretchen
Arnold to the sub-committee. Scott Harris seconded. Motion passed.
Scott Harris discussed objectives, purpose, and goals of the sub-committee
and having measures in place by October 1".
i. Bond Program Projects James Harris stated that there are 13 projects
for 2012 and 14 projects for 2014. He will also provide information for the
TAC committee to review projects.
j. Transportation Advisory Board , Scott Harris requested a representative
from legal be present to answer questions about the proposed ordinance
change.
