Regular Meeting
July 27,2015
I. Call to Order:
The Transportation Advisory Commission convened in a regular meeting on July 27,2015 at City
Hall Council Chambers.
Chair Scott Harris called the Commission Meeting to order at 2:30 p.m.
Commission Members in Attendance:Scott Harris (Chair),Robert Saldana, Edd Price,
Anthony Gavlik, Dennis Miller,Wilfredo Rivera, Leo Rios, Gretchen Arnold, Elena Buentello
Commission Members Absent:None
Staff Attendance:Raymond Chong, Renee Couture,Sarah Munoz,Jerry Shoemaker,
Guadalupe Salas,Captain William Breedlove
II. Appointments/Resignations of TAC
Raymond Chang introduces new appointed TAC member—Elena Buentello
III. Approval of Minutes:
Dennis Miller motioned for the June 22nd minutes to be passed.The motion passed
unanimously.
IV. Public Comment:General:
None
V. Reports of Chair,Standing Committees&Staff:
a) Chair
None
b) Bicycle&Pedestrian Committee(BPC)
Scott Harris speaks on behalf of BPC. He informed Commission of the meeting that took
place today July 27, 2015. The meeting explained the roles and responsibilities of
committee. Anthony Gavlik also spoke of what took place during meeting, which
consisted of committee goals and objectives. Gretchen Arnold spoke on safe passing
ordinance signs, public outreach,and public education.
c) Mobility Planning Committee(MPC)
Dennis Miller, chair of MFC, stated MPC met early in July. He guided Commission to
review the brief summary of the Mobility Plan CC that is in the packet.
d) Traffic Safety Report
Captain Breedlove reports DWI arrests are down as well as fatalities from last year.
718 speeding citations in month of June.As of July 20 688 arrest for DWI which is down
compared to last year.Distracted driving citations still high(200)for this month.Anthony
Gavlik mentioned the high speed traffic at the Shoreline pedestrian friendly area. Mr.
Chong informs Commission that the AIMS is moving forward smoothly.
e) Staff Reports
Raymond Chong provided informed Commission of the upcoming closure of Sam Rankin
and Josephine"Temporary Staples Street Station". Kickoff meeting with HDR earlier this
month regarding Regional Parkway Planning Environmental Linkage Study project over
next year. Plan CC has a tittle delay in their schedule of adoption of Plan CC. Tuloso
Midway ISD
By August 24, 2015 the traffic signal will be flashing at Cimmarron and Lipes.
VI. Old Business
a) Bond Programs
Jerry Shoemaker updates Commission on all schedules of current and future Bond
Projects.
Gretchen Arnold, Scott Harris, and Dennis Miller requests list of Bond Projects for BPC.
Jerry Shoemaker will forward information to those Commissioners.
VII. New Business
a) BFC Chair—Scott Harris designated Gretchen Arnold as Chair for BPC
b) Ex-officio appointments—Raymond Chong recommends to appoint
Valente,Wes, and Jeff Pollack as the Ex-officio members. Edd Price motions to approve
recommendation.
VIII. Future Items
a) Proposed Carson—Alameda"One—Way Street"
b) Harbor Bridge completion will create a new Broadway/Staples Street.
c) Memorial High School speed zones are going to be in place
d) Remove the hospital speed zone on Alameda
e) Lower speed limit on Shoreline /Buford to 30 MPH
f) Ayers street near Shoreline will convert Booty Street to One-Way
g) Mobility Planning Committee members
