Regular Meeting
August 24,2015
1. Call to Order:
The Transportation Advisory Commission convened in a regular meeting on August 24,2015 at
City Hall Council Chambers.
Chair Scott Harris called the Commission Meeting to order at 2:30 p.m.
Commission Members in Attendance:Scott Harris(Chair), Robert Saldana, Edd Price,
Anthony Gavlik,Wilfredo Rivera, Leo Rios, Elena Buentello
Commission Members Absent: Dennis Miller(excused), Gretchen Arnold(excused)
Staff Attendance:Raymond Chong, Renee Couture,Sarah Munoz,Janet Kellogg,
Guadalupe Salas, Captain William Breedlove
II. Appointments/Resignations of TAC
None
iii. Approval of Minutes:
Edd Price motioned for the July 27,2015,minutes to be passed.The motion passed
unanimously.
Wilfredo Rivera motioned for the August 3, 2015,Special meeting minutes to be passed.The
motion passed unanimously.
IV. Public Comment:General:
None
V. Reports of Chair,Standing Committees&Staff:
a) Chair
Scott Harris reported to Commission just for general discussion, the past Tuesday at the
City Council meeting, the City Manager was asked to look into forming an Infrastructure
Commission (future planning type commission too look over street plans from 3-5 years
in the future).TAC will still have same responsibilities as stated in the ordinance that was
just adopted this year.
b) Bicycle&Pedestrian Committee(BPC)
Anthony Gavlik gave report on BPC,committee met but not all members were present for
meeting. Member Shawn Flanagan expressed opinion on how BPC can make an effort for
bike awareness. BPC will be added to Capital Programs distribution list.
c) Mobility Planning Committee(MPC)
Raymond Chong updated Commission on how MPC is figuring out format for doable
street criteria matrix.They are updating Project checklist for Mobility CC.
d) Traffic Safety Report
Captain Breedlove reports "Operation Safe Return" started on Saturday 8/22/15. 160
DWI's for the month of July,Traffic Citations were 1230, Distracted Drivers 41,Aggressive
Drivers 284.There were two fatalities,one on SPID and the other on Shoreline.
e) Staff Reports
New signal which was put in on Lipes and Cimarron is blinking, not fully functioning as of
yet, hope to get it 100%functioning by Friday August 28`h. More signage and restriping
will be put into place over on Ennis Joslin near Dorothy Adkins Middle School. Raymond
Chong spoke on South Texas Transportation Conference he attended in Victoria.
VI. Old Business
a) Bond Programs
Jerry Shoemaker spoke on Staple Street workshops—IH 37—to Ayers.Spoke on new plan
for three lane option.
Vll. New Business
a) Mobility Planning Committee(MPC)-Appointments and Designation of Chair
Staff has not received any recommendations,Commission motion to reappoint current
members to the MPC(Dennis Miller,Gretchen Arnold,and Elena Buentello).Anthony
Gavlik motioned to reappoint Jeff Pollack to MPC Committee. Motion passed
unanimously.
Scott Harris motioned to appoint Leo Rios to MPC.Motion passed unanimously. Dennis
Miller is designated as Chair to MPC.
b) 5113 Yorktown Blvd. driveway request appeal
Rattna Pottumuthu staff recommended 1. Deny the applicant appeal for the curb
cut/driveway on to Yorktown Blvd and have a shared or cross access with Heritage
Baptist Church per UDC Section 7.1.8.A.or 2.Approve variance of UDC Section 7.1.7.A,
7.1.7.11,7.1.7.F permitting requested curb cut/driveway on Yorktown Blvd. Anthony
Gavlik motioned on recommendation#2.Motion passed unanimously by commission.
c) SH 358 at Everhart Road—Traffic Signal Operation
Tony Salinas and Ismael Soto with TxDOT recommend to change the timing on Everhart
and SPID.
Vlll. Future Items
a) Ocean Drive/Elizabeth redevelop of Hospital to a ONE WAY from a Two WAY.
b) Traffic Impact Analysis on SPID—Rodd Field.
IX. Adjournment
