Call to Order: The Transportation Advisory Commission convened in a regular meeting on November 23, 2015 at City Hall Council Chambers. Chair Scott Harris called the Commission Meeting to order at 2:30 p.m. Commission Members in Attendance: Scott Harris (Chair), Robert Saldana, Edd Price, Anthony Gavlik,Wilfredo Rivera, Elena Buentello, Dennis Miller, Leo Rios, Gretchen Arnold Commission Members Absent: None Staff Attendance: Renee Couture, Sarah Munoz,Janet Kellogg, Guadalupe Salas Organization Chart: Chart was created, no questions or comments made from Commission. II. Appointments/Resignations of TAC None III. Approval of Minutes: Edd Price motioned for the October 26, 2015, minutes to be passed.The motion passed unanimously. IV. Public Comment: General: None V. Reports of Chair,Standing Committees&Staff: a) Chair None b) Bicycle& Pedestrian Committee(BPC) Gretchen Arnold gave a brief update on the MPO's Bicycle Plan and reiterated the BPC's priorities, which were previously recommended for adoption by TAC. Ms. Arnold also requested a briefing by the RTA,to identify hot spots,and presentation on the Ennis Joslin corridor. c) Mobility Planning Committee(MPC) Dennis Miller reported the annual report was still in progress. d) Traffic Safety Report Captain Breedlove not present. TAC requested the reports include bicycle incidents and injuries/fatalities. e) Staff Reports None VI. Old Business None VII. New Business a) Proposed Road Diet—Bond 2012 Alameda St. (Ayers St.to Louisiana St.)— Presentation &Action (TAC Recommendation)—Chris Hale gave a presentation and requested a recommendation by TAC on one of the proposed typical sections.TAC recommended to accept the "Proposed Alternative Typical Section 3 -Lane Option w/Continuous Left Turn Lane &Off-Street Cycle Tracks"with bus pull-outs provided and consideration for Menger Elementary School (parking for drop-off& pickup). Dennis Miller motioned to accept the modified recommendation. Motion passed unanimously. b) Proposed Ordinance Amendment—Conversion of Booty St.from Two-way to One- Way—Presentation &Action (TAC Recommendation)- Chris Hale and Nick Cecava, consultant for Freese and Nichols, gave a presentation and requested a recommendation by TAC for the conversion of Booty St.from Two-Way to One-Way. Edd Price motioned to accept the recommendation. Motion passed unanimously. c) Proposed Cross Section Bond 2014 Carroll Lane (Houston St.to Mc Ardle Rd.)—Chris Hale gave a presentation on proposed cross sections for Carrol Lane. Option involved the removal of on-street parking.Jeff Pollack, MPO Director, provided support for a cross section that could possibly remove on street parking on one side or alternating between both sides of the street. d) Proposed Urban Transportation Plan Amendment—Elimination of V National Boulevard—Presentation &Action (TAC Recommendation)—Renee Couture and Raymond Maldonado, consultant for Maldonado-Burkett, gave a presentation on the proposed Urban Transportation Plan Amendment to remove 1St National Boulevard (between Graham Road and Compton Road).TAC recommended to accept the amendment with provisions for consideration of other possible traffic mitigation improvements during the platting phase. Elena Buentello motioned to accept the modified amendment proposal. Motioned passed unanimously. VIII.
