1. CALL MEETING TO ORDER: Mr. Scott Harris, Chair, called the meeting, to order at
2:31 p.m. Meeting began with Pledge of Allegiance and Invocation,
Quorum: The required amount of members (5) were present to conduct a meeting.
Present: (9) Scott Harris, Edd Price, Sheila Cudd, Dennis Miller,Gretchen
Arnold, Anthony Gavlik, Leo Rios, Robert SaIdana, Christina Cisneros-
Guzman

11. APPROVAL FOR MINUTES FOR January 26, 2015:
Gretchen Arnold offer to amend the minutes. The minutes should be corrected to, "Mr.
Harris brought up a policy that had been established by City Secretary to amend motions
that had on thru a board, and one Mr. Harris brought up that amendment opportunity
r. on stated that the ordinance had already been passed, was well on Its way up
the approval chain to be at the City Council fort February 10 agenda and was
therefore not capable of being amended at that time." Further discussion concluded
that Gretchen Arnold would be at the February 101 City Council meeting to participate
in the comment session to amend the ordinance before Council to include a City Council
appointed Bicycle Representative to the Transportation Advisory Committee.
Motion was made to approve the minutes by Dennis Miller, seconded by Sheila Cudd.
The motion carried by unanimous vote.
Ill. PUBLIC COMMENTS: None.

Chair Scott Harris gave background about Bond Programs as it relates to Mobility CC.
Jerry Shoemaker, Acting Director of Capital Programs discussed Bond 2012 Program with
b,13 of $55 million. It faces overruns of$28 million so cuts are necessary.
To install asphalt concrete in lieu of Portland concrete. To delete bike lanes not
