City Transportation Advisory Commission(TAC) Meeting Minutes
Regular Meeting
Monday,February 22,2016
1. Call to Order:
The Transportation Advisory Commission convened In a regular meeting on February 22,2016 at
City Ball Council Chambers.
Chair,Scott Harris called the Commission meeting to order at 2:30 p.m.
Commission Members in Attendance: Scott Harris,Robert Saldafla,Edd Price,Wilfredo Rivera,
Dennis Miller,Gretchen Arnold,Anthony Gaviik,Elena Buentello
Commission Members Absent: Leo Rios(Excused)
Staff Attendgnce:Raymond Chang,Renee Couture,Janet Kellogg,Guadalupe Salas
Organization Chart:Chart was created,no questions or comments made from Commission.
Elena Buentello submitted a Conflict of Interest Form for"Item a"under New Business.Wilfredo
Rivera noted his Engineering's firm Involvement for"Item b"under New Business.Legal
confirmed that Mr.Rivera there was no conflict of interest.
II. Approval of Minutes:
The January 25,2016 should be amended as follows:
• Robert Saidana called the meeting to order,not Scott Harris
• Anthony Gavllk was present
• The BPC approved the CCM PO Strategic Plan for Active Mobility
Edd Price motioned for the January 2S,2016,minutes to be passed as amended.The motion
passed unanimously.
III. Public Comment/General:
None
IV. Reports of Chair,Standing Committees&Staff:
a) Chair
None
b) Bicycle&Pedestrian Committee(BPC)
Gretchen Arnold reported that the BPC was present during TAC meeting for the Jeff
Pollack's presentation of the Strategic Plan forActive Mobility,BPCsupports the Bike Plan
and inquired about the timeline and approval process for the Bike Plan. The BPC also
requests increased police presence along Ocean Drive for bicyclists.
c) Mobility Planning Committee(MFC)
Dennis Miller reported to the Commission the Committee did not hold a monthly meeting
In January and they are still reviewing the TIA for The REALM.
d) Traffic Safety Report
On behalf of Captain Breedlove, Raymond Chong briefed TAC, the Traffic Safety Report
included 2 fatalities,and 443 DWI's for 2015,2525 Hit and Run accidents.
e) Transportation Report(CTE)
Raymond Chong updated TAC on the annual report.There was also a discussion on AIMS
and the progress of utilizing the software.Mr.Chong also informed TAC that 5arah Munoz
is the City liaison to TXDOT for the Harbor Bridge project,the City received grants for both
Transportation Alternative Program(TAP)application submissions and discussed Transit
820/20 and Street Deign Guide Preview.
V. New Business
a. Discuss and consider a recommendation to City Council to amend MobilityCC,
an element of the Comprehensive Plan of the qtyof Corpus Christi,with the
following:
I. Replacement of the Corpus Christi Metropolitan Planning Organization
(CCM PO)
II. Replacement of conflicting proposed trails and/or bikeways shown on
HikeBike CC
City Staff discussed the recommendation to amend Mobility CC Jeff
Pollack,CCMPO Director and Stacie Talbert,Interim Parks&Rec
Director,also participated in the discussion about the Strategic Plan for
Active Mobility.The consensus by TAC was to pass a motion consistent
with recommendation on the agenda,but note that HikeBikeCC was
being amended.Dennis Miller motioned for the recommendation to
pass as amended.The motion passed unanimously.
b. Discuss and consider a recommendation to City Council to amend City
Ordinance Sec 53-252.—Schedule 111—Parking Prohibited at All Times on
Certain Streets by prohibiting parking on Mestina Street,both sides,from
Waco Street and Staples Street.Willie Rivera motioned the No Parking Parking
Ordinance.Motioned passes unanimously.
Raymond Chong presented the amendment to City Ordinance Sec 53-2S2.
Michael Corona spoke under the public comment portion in support of the
amendment.Wilfredo Rivera motioned for the recommendation to pass.The
motion passed unanimously.
G Discuss and consider a recommendation to City Council to amend City
Ordinance Sec 5345x.—Schedule Ill—Parking Prohibited at All Times on
Certain Streets by prohibiting parking on Morgan Street,both sides,from 3''
Street to Ocean Drive.Edd Price motioned for the Parking Prohibited at All
Times on Certain Street Ordinance.Motion passed unanimously.
Raymond Chang presented the amendment to City Ordinance Sec S3-252.Vista
Nuslin spoke under the public comment portion in support of the amendment.
Edd Price motioned for the recommendation to pass.The motion passed
unanimously.
d. Discuss and consider recommendation to City Council to accept TxDOT's
request to temporarily reduce the posted speed limit by 10 mph in accordance
with City Ordinance Sec.S3-114.- Speed limit when road or abutting property
under construction or repair by temporarily amending Sec.S3-254.—Schedule
V,Increase of state speed limit In certain zones along FM 2444(Staples Street)
from Oso Parkway to County Road 41 for the duration of the TXDOT project.
Raymond Chong presented the recommendation.Edd Price motioned to
approve TxDOTs request to reduce speed.The motion passed unanimously.
