Regular Meeting
Monday,April 25,2016
L Call to Order:
The Transportation Advisory Commission convened in a regular meeting on April 25,2016 at
City Hall Council Chambers,
Chair,Scott Harris called the Commission meeting to order at 2:30 p.m.
Commission Members in Attendance: Scott Harris, Edd Price,Wilfredo Rivera,Dennis Miller,
Gretchen Arnold, Elena Buentello
Commission Members Absent: Robert Saidana, Leo Rios,Anthony Gavlik
Staff Attendance: Raymond Chong,Renee Couture, Lieutenant Sosa in lieu of(Captain
Breedlove) Guadalupe Salas
Organization Chart:Chart was created, no questions or comments made from Commission.
Il. Appointments/Resignations of TAC
None
Ill. Approval of Minutes:
Dennis Miller motioned for the March 28,2016, minutes to be passed.The motion passed
unanimously.
I . Public Comment/General:
None
V. Reports of Chair,Standing Committees&Staff:
a) Chair
Scott Harris sent out to the TAC Commissioners a draft report regarding the Ad Hoc
Residential Street Infrastructure Committee.
b) Bicycle&Pedestrian Committee(BPQ
Committee was unable to meet this month.
c) Mobility Planning Committee(MPC)
Dennis Miller reported to the Commission the Committee did not meet.
d) Traffic Safety Report
Lieutenant Soza filled in for Captain Breedlove.He briefed TAC on the Traffic Safety Report
which included 8 fatalities to date, He also stated April is distracted driving month which
included 642 citations so far.
e) Transportation Report (CTE)— Raymond Chong provided Commission with information
on Regional Parkway open house in April, Grant funding Transportation Alternatives
Program,and Scott Harris'appointment to the CCRTA Board.
VI. New Business:
a. Establishing Speed Limits—Renee Couture recommended to amend the speed
limit on Ennis Joslin and Shoreline.The recommendation is to lower the speed
to 30 mph from Furman to Buford and 35 mph on Ennis Joslin from Holly Road
to Wooldridge. Edd Price motioned for the speed limit change. Motion passed
unanimously.
b. Communication Plan for Vulnerable User Ordinance—Recommendation to
develop a communication plan that communicates to the Vulnerable Road user
Ordinance to the public.Gretchen Arnold motioned the recommendation.
Motion passed unanimously.
c. Accident Information Management Systems(AIMS)—Discussion given be
Raymond Chong,AIMS is ane ectiv tool to analysis crash trends weather it is
cars, bikes, pedestrians,etc.,working well with the CCPD in getting their data
base. It is driven by the same as TxDOT. Renee Couture shares an update to TAC
of what the software is capable of doing,the program plots all the accidents in a
certain location. It allows you to plot the accident type,once everything in
changed over to AIMS everything will be plotted per location.
d. Mobility Annual Report Update—Raymond Chong briefed TAC on the report,a
new trend using info graphic,and three Tiers of information. (Tier 1) is City
driven data that we have off the shelf.(Tier2)is data that we can secure from
TxDOT, MPO, RTA, and the Air District. (Tier 3)is an outside source.
