Regular Meeting
Monday,July 25,2016
I. Call to Order:
The City Transportation Advisory Commission (CTAC) convened in a regular meeting on
April 25, 2016 at City Hall Council Chambers.
Chair Robert Saldana called the Commission meeting to order at 2:30 p.m.
Commission Members in Attendance: Robert Saldana, Scott Harris, Edd Price, Gretchen Arnold,
Elena Buentello,Anthony Gavlik, Leo Rios, Wilfredo Rivera, Dennis Miller.
Commission Members Absent: None.
Staff Attendance: Raymond Chong, Renee Couture, Sarah Munoz,Janet Kellogg, Captain William
Breedlove, Guadalupe Salas, Chris Hale, Alyssa Barrera.
II. Appointments/Resignations of CTAC
None.
III. Approval of Minutes:
Elena Buentello motioned for the June 27, 2016 minutes to be passed.The motion passed
unanimously.
IV. Public Comment/General:
None.
V. Reports of Chair,Standing Committees&Staff:
a) Chair— Robert Saldana reported that the cyclist who was hit last week, passed away this
morning.
b) Bicycle&Pedestrian Committee(BPC)—Gretchen Arnold reported that the BPC reviewed
the communication plan for the Vulnerable Road User Ordinance. Ms.Arnold requested
CTAC to direct staff to move forward with the communication plan with an amendment
to revise language in the PSA video. The video instructs bicyclists to ride in bicycle lanes
when present and pedestrians to utilize sidewalks when present. Ms. Arnold requested
that either that language be entirely removed or amended to recognize that at times
existing bike lanes are unsuitable due to obstacles and debris and sidewalks are also
unsuitable for pedestrian activity due to uneven conditions. The BPC requested CTAC
recommend staff move forward with the written communication plan for the Vulnerable
Road User Ordinance as amended and recognizes there are no funds available within the
City staff's budget for the campaign that was presented last month. Scott Harris motioned
CTAC direct staff to support the public education campaign, as amended.
c) Mobility Planning Committee (MPC) — Dennis Miller reported that the committee met
last week to review the 1St Mobility Annual Report.The committee will present a draft of
the revised mobility report to the Commission on the August 22, 2016 meeting.
d) Traffic Safety Report
Captain Breedlove reported there were 691 DWI's this year to date, 106 DWI'S for the
month of June. No fatalities reported for the month of June but, five (5) were reported
for the month of July.
Gretchen Arnold motioned to request a representative from the City Manager's office
and the Police Department to work with the BPC to identify and develop a program that
seeks to reduces the aggressive driving behavior on our roadways. Motion passed
unanimously.
e) City Traffic Engineer Report(CTE)—None.
VI. New Business:
a. Urban Transportation Plan (UTP) Amendment, Mt. Vernon Park—La Palmera
Mall - Renee Couture presented to CTAC the recommendation from staff to
delete the Mustang Trail, from McArdle Drive and South Padre Island Drive,
from the Urban Transportation Plan Map. Scott Harris motioned to amend the
UTP to delete Mustang Trail from the UTP. Motion passed unanimously.
b. Bike Share Program—Terry Sweeney, Executive Director of the Corpus Christi
Downtown District Management(DMD), presented the Bike Share Program.
Mr. Sweeney provided an overview of the Bike Share program which included
the process, benefits, proposed locations and timeline. Scott Harris motioned
for TAC to support the Bike Share Program. Motion passed unanimously. Renee
Couture recommended CTAC approve the NACTO Bike Share Station Siting
Guide as a reference manual. Anthony Gavlik motioned to advise DMD to use
the NACTO Bike Share Station Siting Guide in the placement of their bike
stations. Motion passed unanimously.
c. Shoreline Drive Traffic Study- Renee Couture reported about the Shoreline
Traffic Study, which was requested due to drag racing.A trailer was set out on
Shoreline Drive, across from the Omni Hotel. Recorded speeds indicated were
within recommended range of the posted speed limits. Ms. Couture
recommended targeted enforcement instead of a speed limit reduction. Dennis
Miller motioned to accept staff report as presented. Motion passed
unanimously.
d. Ocean Drive Traffic Study—Raymond Chong reported his findings and
recommendations based on the study performed on Ocean Drive. Mr. Chong
found that the posted speed limits remain valid, there are too many median
openings without a left turn storage lane and crashes are currently at a
downward trend. Dennis Miller motioned to accept staff's recommendations to
endorse current speed limits, targeted enforcement, and to recommend a street
project. Motion passed, Elena Buentello voted no on this motion.
e. Proposed Update to City's Infrastructure Design Manual (IDM)—Chris Hale
recommends CTAC to review and approve (Option 1A and Option 213) angled
crosswalk markings at cycle tracks and doing away with transverse striping for
all other non-cycle track crossings on arterials and collectors. Dennis Miller
motioned to accept recommendation. Motion passed unanimously. Renee
Couture requested CTAC accept the triangular slip base system, on arterials and
collectors,wedge anchor system on local streets, and anti-graffiti coating
applied to both sides of a sign as requirements to be added in the IDM. Scott
Harris motioned to accept staff's request. Motion passed unanimously.
VII. Adjournment:
Meeting adjourned at 4:05 p.m.
