Regular Meeting
Monday,September 26,2016
I. Call to order:
The City Transportation Advisory Commission(CrAC)convened in a regular meeting on
September 26,2016 at City Hall Council Chambers.
Chair Robert Saldana called the Commission meeting to order at 2:30 p.m.
Commission Members in Attend n : Robert Saldana,Scott Harris,Edd Price,Elena Buentello,
Lea Rios,Wilfredo Rivera,Dennis Miller,Anthony Gavlik.
(Commission Members Absent: None
Staff Attendance:Raymond Chong,Renee Couture,Sarah Munoz,Janet Kellogg,Captain Donald
Moore,Lieutenant Israel Soza,Chief Kirby Wamke,Guadalupe Salas.

Appointments/Resignations of RAC
None.
III. Approval of Minutes:
Elena Buentello motioned for the August 22,2015 minutes to be passed.The motion passed
unanimously.
W. Public Comment/General:
None.
V. Reports of Chair,Standing Committees&Staff:
a) Chair—Robert Saldana reported of the resignation of Gretchen Arnold.
b) Bicycle & Pedestrian Committee (BPC}—Anthony Gavlik reported that the Committee
has not met.
c) Mobility Planning Committee (MPC)—Dennis Miller reported that the mobility annual
report is at its editing.
d) Traffic Safety Report—Captain Donald Moore briefed the Commission on the Traffic
Safety report which included 118 DWI arrests for August, 258 hit and run accidents.
Lieutenant Israel Soza stated 23 crash fatalities for the year,six were in September.Chief
Kirby Warnke with CCISD,informed the Commission out of 86 initial crossing guards only
26 remain.
e) City Traffic Engineer Report(CTE)—Raymond Chong informs Commission Brenda Joya
will be involved with the BPC,The City will now be using the same system as P.D. Crash
Records Information system(CRIS).
VI. New Business:
a. Proposed Urban Transportation Plan Amendment—Discussion Action
I. Reclassification of Manning Road,between Sedwick Road and Agnes Street(SH 44)--
Dennis Miller motioned to accept staffs recommendation to change the
classification of the street.
it. Deletion of Delgado Street,between Greenwood Drive and Castenon Street—Scott
Harris motioned the deletion of Delgado Street.Motion passed with the exception
of Elena Buentello.
b. TAC Bylaws—Discuss€on&Possible Action—Scott Harris motioned to approve member
Section 5.10 revised state the CCISD Police Chief or his or her designated representative.
Motlon passed unanimously.
c. BPC Members—Discussion/Possible Action
I. Approve Members—section 5.10 Revise to state The Corpus Christi Independent
School District Police Chief or his/her designated representative.
it. Designated Chair—Section 13.06—Revised to state elections will occur in May,not
June.
[it. Section 13.09.Revise term limits to a two-year term,to be consistent with Section
13.03.Revise to state elections will occur In May,not lune.--Strike language to stay
consistent with 13.03
d. MPC Members—Discussion&Possible Action

VII. Future Agenda items:
a. Elena Buentello wants the status on the PSA on Vulnerable Road Users Ordinance that
the PIO is working with the BPC.
