Monday,October 24,2016
I. Call to Order;
The Qty Transportation Advisory Commission(CTAC)convened in a regular meeting on
October 24,2016 at City Hall Council Chambers.
Chair Robert Saldana called the Commission meeting to order at 2:30 p.m.
Commission Members in Attendance: Robert Saldana,Scott Harris,Karen Beard,Elena
Buentello,Anthony Gavlik,Dennis Miller,Edd Price,Leo Rios,Wilfredo Rivera.

It. Appointments/Resignations of CTAC
None.
Ili. Approval of Minutes:
Dennis Miller motioned for the September 26,2016 minutes to be passed.The motion passed
unanimously.
IV. Public Comment/General:
None.
V. Reports of Chair,Standing Committees&Staff:
a) Chair—Robert Saldana welcomed the newest TAC member,Karen Beard.
b) Bicycle& Pedestrian Committee (BPC)—Anthony Gavlik reported that the Committee
met earlier in the day.They introduced themselves to each other and discussed the future
plans and goals they had for the Committee.
c) Mobility Planning Committee(MPC)—Dennis Miller reported that the Committee met to
complete the 2015 Mobility Annual Report.
d) Traffic Safety Report—Captain Donald Moore briefed the Commission on the monthly
report which included 114 DWI arrests for September, 24 fatalities year to date. Kirby
Warnke reported 19 citations were issued in school zones for September.
e) Qty Traffic Engineer Report(CTE)—Raymond Chong informed Commission of the past
public meetings for Flato Road and Alameda Street. Informed TAC of the special events
scheduled.
VI. New Business:
a. Proposed Urban Transportation Plan Amendment—Discussion Action
I. Deletion of extension of Coverdale Street/Widgeon Drive,north of Haven Road—
Scott Harris motioned to amend the UTP Map CC of deletion of Coverdale Street/
Widgeon Drive.Motion passed unanimously.
b. Bylaws Amendments—Discussion&Action—Elena Buentello motioned to approve the
amendments of the Bylaws.Motion passed unanimously.
c. Committee Appointments—Discussion&Action—Karen Beard appointed to the Bicycle
and Pedestrian Committee.
d. 3-Way STOP Control Request(Grenoble&Strasbourg Drive)—Discussion&Findings—
Scott Harris motioned to proceed with the next steps needed to place a 3-Way STOP
sign at this location.Motion passes unanimously.
e. Mobility Annual Report by MPC--Discussion&Action
1. Presentation of Mobility Annual Report to TAC for Review—Raymond Chong read
the executive summary of the Mobility Annual Report.Elena Buentello motions for
TAC to approve the Mobility Annual Report and to submit to the Planning
Commission for City Council.Motion passes unanimously.
f. Discussion on Future Commission Tasks--Have Bylaws signed,Traffic Impact Analysis,
Cycle Track Design Standards.
VII. Future Agenda Items:
a. Establish Quorum for November 281'meeting—Quorum was established for the month
of November,TAC will be meeting as scheduled on the 281.
b. UTP Amendments—Oso Parkway&Norchester Drive extension,Traffic Impact Analysis
Coopers Alley/Shoreline,cycle track standard details.
VIII. Adjournment.
