Regular Meeting
Monday,January 23,2017
I. Call to Order:
The City Transportation Advisory Commission (CTAC) convened in a regular meeting on
January 23, 2017 at City Hall Council Chambers.
Chair Robert Saldana called the Commission meeting to order at 2:30 p.m.
Commission Members in Attendance: Robert Saldana, Scott Harris, Karen Beard, Dennis Miller,
Edd Price, Leo Rios, Anthony Gavlik, Wilfredo Rivera.
Commission Members Absent: Elena Buentello (excused).
Staff Attendance: Raymond Chong, Renee Couture, Sarah Munoz, Captain Donald Moore,
Guadalupe Salas.
II. Appointments/Resignations of CTAC
None.
III. Approval of Minutes:
Dennis Miller motioned for the January 23, 2017 minutes to be passed after amended.The
motion passed unanimously.
IV. Public Comment/General:
None.
V. Reports of Chair,Standing Committees&Staff:
a) Chair— reported he attended a meeting for the Mobility Now Group.
b) Bicycle&Pedestrian Committee(BPC)—no quorum to meet—Safe routes to school was
an item on agenda.
c) Mobility Planning Committee (MPC) — Dennis Miller reported that the Committee will
meet next month.
d) Traffic Safety Report— Captain Donald Moore briefed the Commission on the monthly
report which included DWI arrests 1428 for the year,965 crashes, and 31 fatalities for the
year 2016.
e) Corpus Christi Independent School District Police Department(CCISD)— Reported 1655
aggressive driving citations and 691 speeding in school zones.
f) City Traffic Engineer Report (CTE) — Raymond Chong informed Commission of Public
Meeting for Tuloso Road Leopard Street to IH 37. Briefed Commission of the pending
Traffic Signal on Park Road 22.
VI. New Business:
a. Proposed One-Way Traffic Flow Along Rancho Vista Boulevard—Discussion &Action—
Ordinance amending Code of Ordinance, Chapter 53, Section 53-250 Schedule I—One
Way Streets and Alleys by changing portions of Rancho Vista Boulevard from two-way
traffic pattern to a one-way traffic pattern and Schedule III—Parking prohibited at all
times on certain streets by adding portions of Rancho Vista Boulevard; providing for
severance; and providing for publication. City staff recommends the approval of the
ordinance amendment. Dennis Miller motioned to accept staff's recommendation.
Motion passed unanimously.
VII. Future Agenda Items:
a. Procedures for Occupancy of Public Right-of-Way Mobile Vending Ordinance—TED
working with City attorney to update that particular provision to account for proper
traffic control in our City streets.
b. Residential Traffic Management Program -to re write the ordinance to remove the cost
sharing of the installation of speed humps with residents and for the City to assume 100
of responsibility.
