Call to Order: The City Transportation Advisory Commission (CTAC) convened in a regular meeting on February 27, 2017 at City Hall Council Chambers. Vice-Chair Scott Harris called the Commission meeting to order at 2:30 p.m. Commission Members in Attendance: Scott Harris, Elena Buentello, Anthony Gavlik, Dennis Miller, Edd Price, Leo Rios, Wilfredo Rivera. Commission Members Absent: Robert Saldana (excused), Karen Beard. Staff Attendance: Raymond Chong, Sarah Munoz,Janet Kellogg, Captain Donald Moore, Guadalupe Salas. Staff Absent: Renee Couture, Kirby Warkne (CCISD Police Chief) II. Appointments/Resignations of CTAC None. III. Approval of Minutes: Dennis Miller motioned for the January 23, 2017.The motion passed unanimously. IV. Public Comment/General: Mark Escamilla, Del Mar College President, spoke regarding Bronx Avenue, collector, on the Southside Campus. He is strongly opposed to the idea of thru street for safety and security. V. Reports of Chair,Standing Committees&Staff: a) Chair— Not present b) Bicycle & Pedestrian Committee (BPC) — Anthony Gavlik reported no meeting. Citizen requested safe crossing on Ocean Drive at Oleander Drive to and from Cole Park. A HAWK will be installed on Ocean near Del Mar. c) Mobility Planning Committee (MPC) — Dennis Miller reported that the Committee has not met for lack of business. As per Raymond Chong, an update to the Traffic Impact Analysis and access management will soon take place. d) Traffic Safety Report— Captain Donald Moore briefed the Commission on the monthly report which included DWI arrests 124 DWI arrests for January, 5 fatalities year to date. As of April 2017, the Red Light Cameras will be turned off. e) Corpus Christi Independent School District Police Department(CCISD)— Not present. 1 f) City Traffic Engineer Report (CTE) — Raymond Chong informed Commission of public meetings for Gollihar Road and Kostoryz Road projects. He briefed about the Swedish- inspired Vision Zero for American communities to end traffic fatalities. VI. New Business: a. Regional Parkway Planning&Environmental Linkages Study—Presentation & Discussion—Bob Leahey, HDR, gave a presentation on their alternatives, analysis, and recommendations for Regional Parkway to connect Crosstown Expressway to Park Road 22 to decrease traffic congestion on SPID and shorten the delay in accessing the island by amending the City's Urban Transportation Plan. It also covered extension of Rodd Field Drive south of Yorktown Boulevard. b. Driveway Appeal—Wings-n-More-6002 Sarazan Street—Discussion &Action— Raymond Chong briefed commission on the proposed driveway on Sarazan Street. He reviewed two options. Leo Rios motioned to accept Option 2,for the additional driveway. Motion passed. VII. Future Agenda Items: a. Del Mar South Campus Traffic Impact Analysis—pending Urban Transportation Plan amendment on Bronx Avenue. b. Bicycle & Pedestrian Committee—vacancy c. Mobility Planning Committee—vacancy d. Ocean Drive at Oleander Drive—crossing e. Mobile Vending f. Residential Traffic Management Program VIII. Adjournment: Meeting adjourned at 3:22 p.m. 2
