Call to Order: The City Transportation Advisory Commission (CTAC) convened in a regular meeting on March 24, 2017 at City Hall Council Chambers. Chair Robert Saldana called the Commission meeting to order at 2:30 p.m. Commission Members in Attendance: Robert Saldana, Scott Harris, Elena Buentello, Dennis Miller, Edd Price, Leo Rios, Wilfredo Rivera. Commission Members Absent: Anthony Gavlik(excused), Karen Beard (excused). Staff Attendance: Raymond Chong, Renee Couture,Janet Kellogg, Kirby Warkne (CCISD Police Chief), Guadalupe Salas. Staff Absent: II. Appointments/Resignations of CTAC None. III. Approval of Minutes: Elena Buentello motioned for approval of the February 23, 2017 meeting minutes.The motion passed unanimously. IV. Public Comment/General: None. V. Reports of Chair,Standing Committees&Staff: a) Chair— No report. b) Bicycle& Pedestrian Committee(BPC)— No report—not present. c) Mobility Planning Committee (MPC) — Dennis Miller informed no progress no will until MPC presents for Commission's consideration on the Traffic Impact Analysis and Access Management provisions of the Unified Development Code. d) Traffic Safety Report—No report. Captain Donald Moore not present. e) Corpus Christi Independent School District Police Department (CCISD) — Kirby Warnke reported at the end of April CCISD will be hosting a School Safety Patrol Appreciation Day for the Safety Patrol Officers. f) City Traffic Engineer Report (CTE) — Raymond Chong informed Commission of the new traffic signal on Park Road 22 at Aquarius Street. A temporary traffic control plan for Spring Break over March 10 — March 20 was deployed, which initial feedback went smoothly. 1 VI. New Business: a. Urban Transportation Plan Amendment — Urban Engineering, on behalf of Del Mar College, is requesting the deletion of Bronx Drive, between Master Channel 31 Ditch and Yorktown Boulevard—Discussion and Action—Staff recommendation is to deny the UTP amendment related to Bronx Drive. Murray Hudson with Urban Engineering stated Del Mar College has been working with MBITS who prepared a TIA. Their study determined that based on traffic demand the need for the Bronx Drive roadway is insignificant to the traffic operations in the area. Murray Hudson did not know additional traffic analysis was needed from City. Scott Harris motioned to take the staff's Option C, to delete Bronx Drive from Yorktown to Master Channel 31 from the UTP. Motion passed. Robert Saldana, Scott Harris, Edd Price, Willie Rivera, Leo Rios motioned Aye. Dennis Miller and Elena Buentello motioned Nay. b. Briefing on the City of Corpus Christi Parking Management Study and Strategic Plan Presented by Alyssa Barrera Business Liaison. City has been working with Walker Parking Consultant to organize parking as a district scale. She invited the Commission to attend the stakeholder meeting which will be held on April 13, 2017. c. Removal of One-Way designations on Chaparral Street,from Coopers Alley to Interstate Highway 37(eastbound)—Discussion and Action—Delayed until next month d. Ocean Drive and Oleander Avenue Crosswalk / HAWK Request — Discussion and Possible Action - Delayed until next month e. Vacancies on BPC and MPC — Discussion and Action — Robert Saldana will get with Anthony Gavlik regarding the BPC and Dennis Miller regarding the MPC. VII. Future Agenda Items: a.
