Regular Meeting
Monday,April 24,2017
I. Call to Order:
The City Transportation Advisory Commission (CTAC) convened in a regular meeting on
April 24, 2017 at City Hall Council Chambers.
Chair Robert Saldana called the Commission meeting to order at 2:30 p.m.
Commission Members in Attendance: Robert Saldana, Scott Harris, Elena Buentello, Dennis
Miller, Edd Price, Leo Rios, Wilfredo Rivera, Anthony Gavlik
Commission Members Absent:
Staff Attendance: Raymond Chong, Renee Couture, Lieutenant Israel Soza, Captain Russell
Sherman
II. Appointments/Resignations of CTAC
None.
III. Approval of Minutes:
Elena Buentello motioned for approval of the March 24, 2017 meeting minutes.The motion
passed unanimously.
IV. Public Comment/General:
None.
V. Reports of Chair,Standing Committees&Staff:
a) Chair— No report.
b) Bicycle & Pedestrian Committee (BPC) — Commissioner Anthony Gavlik, BPC Chair,
informed TAC on the BPC's efforts to champion "Safe City', implementing a Safe Route to
School, and vote for a resolution to support the Shoreline Realignment project (to keep
as is).
c) Mobility Planning Committee(MPC)—Commissioner Dennis Miller, MPC Chair, informed
TAC that the MPC has not met.The next task for the MPC will be work on the revisions to
TIA ordinance.
d) Traffic Safety Report —Lt. Israel Soza introduced CCPD's new Traffic Captain, Captain
Russell Sherman. Captain Sherman reviewed the monthly statistics and reported on
upcoming events (Buc Days, Beach to Bay 5k). Buc Days would accommodate election
night and the traffic signal light at the Aquarius Street and Park Road 22 intersection will
be closed off during the Beach to Bay 5k run/walk.

e) Corpus Christi Independent School District Police Department (CCISD) — Chief Kirby
Warnke reviewed the monthly statistics on the amount of calls for service which included
the number of stops and citations for cell phone use.
f) City Traffic Engineer Report (CTE) — Mr. Raymond Chong informed TAC regarding its
newest member, Mr. John Garcia and that the month of April was Commissioner Edd
Price's last time as serving as a commissioner on TAC. Mr. Chong also reviewed several
traffic engineering related ITE articles.
VI. New Business:
a. Mobile Vending in Public Right-of-Way—Discussion—Ms. Renee Couture presented
recent efforts by the City to incorporate mobile vending in public right-of-way.
b. Ocean Drive and Oleander Avenue Crosswalk/HAWK Request—Discussion and
Possible Action—Mr.Anthony Gavlik inquired about the possibility of an installation of
a crosswalk and HAWK system at Oleander Drive. Staff discussed past reasons for
denying the request which was due to safety reasons which include the speed,volume,
and number of travel lanes across Ocean Drive.The lack of sidewalk connectivity and
proximity to the proposed HAWK at Del Mar Drive and Ocean Drive were additional
reasons why staff would deny a request. Commissioner Elena Buentello motioned for
staff to work with Jeff Pollack,Transportation Planning Director of the Corpus Christi
MPO, on a package to address such issues.
c. Submission of Grant Applications for 2017 Highway Safety Improvements Program—
Discussion and Action—Mr. Raymond Chong presented a draft list of projects for
consideration for the 2017 Highway Safety Improvements Program (HSIP). Grant
applications must be approved by City Council. Commissioner Scott Harris motioned to
submit a grant application for the 2017 HSIP call.The motion passed unanimously.
d. Vacancies on BPC and MPC—Discussion and Action—Judy Telge,who will provide
support for accessibility, was appointed to serve on the BPC.
VII. Future Agenda Items:
a. Election of Chair and Vice Chair—Elections will occur during the May meeting.
VIII. Adjournment:
Commission Chair, Robert Saldana, adjourned the meeting at 3:19 p.m.
