TRANSPORTATION ADVISORY COMMISSION (TAC) MINUTES
Monday, January 28, 2019
I. Call to Order: The City Transportation Advisory Commission (CTAC) convened in a regular
meeting on January 28, 2019 at City Hall Council Chambers. Vice Chair, Robert Saldaña, served
as acting Chair and called the Commission meeting to order at 2:30 p.m. Renee Couture
announced the possible resignation of Elena Buentello.
II. Pledge of Allegiance
III. Roll Call:
Commissioners in Attendance: Robert Saldaña, Pramit Bhatka, Dennis Miller, Leo Rios,
Wilfredo Rivera, and Larry White.
Commissioners Absent: Elena Buentello (Resigned).
Staff Attendance: Renee Couture (Traffic Engineering), Bixi Hernandez (Traffic Engineering),
Janet Whitehead (Legal).
Advisory Members: Amanda Drum (TAMUCC).
Ex Officio Members: None.
IV. Conflict of Interest: Wilfredo Rivera chose to abstain from Item 1 under “New Business”
(Urban Transportation Plan (UTP) Amendment- Request to remove a proposed segment of
Bronx Avenue, a proposed C1 Collector located between Lipes Boulevard and Master
Drainage Channel 31, from the UTP) because he works for the consulting firm working on the
item.
V. Minutes: Commissioner Larry White motioned to approve minutes from the December 17,
2018 meeting. Second by Commissioner Wilfredo Rivera. The motion approved unanimously.
VI. Public Comment: None.
VII. Reports:
1. Chair – None.
2. Bicycle & Pedestrian Committee (BPC) – None.
3. Mobility Planning Committee (MPC) – Commissioner Dennis Miller deferred comments
until discussion of Item 3 under “New Business” (Traffic Impact Analysis – UDC 3.29).
4. Corpus Christi Police Department (CCPD) – None.
5. Corpus Christi Independent School District Police Department (CCISD - PD) – None.
6. City Traffic Engineer – Renee Couture announced herself as acting Interim City Traffic
Engineer and reviewed the 2018 TAC Annual Report with the Commission.
VIII. New Business
1. Amendments to the City’s Urban Transportation Plan map. Presented by Planning
Department. – Discussion and Action.
A. Urban Transportation Plan (UTP) Amendment – Request to remove a proposed segment
of Bronx Avenue, a proposed C1 Collector located between Lipes Boulevard and Master
Drainage Channel 31, from the UTP.

Annika Gunning, Senior City Planner, presented the item which recommended approval
of the proposed amendment to remove the Bronx Avenue, but not the bicycle and
pedestrian infrastructure per the MPO’s Strategic Plan for Active Mobility.
Commissioner Dennis Miller inquired whether the proposed subdivision would provide
the Right-of-Way (ROW) for a cycle track and whether another street connection, from
other developments, was planned from Lipes Boulevard to Yorktown Boulevard. Ms.
Gunning stated that the ROW for the cycle track would be provided and no other
connections from Lipes Boulevard to Yorktown Boulevard were planned.
Commissioner Larry White motioned to approve the amendment. Second by
Commissioner Leo Rios. The motion approved unanimously.
2. Amendment to Chapter 53 -Traffic- Articles I, III, VI and VIII. - Presented by Traffic Engineering.
- Discussion and Action.
A. Proposed changes to City Ordinance Section 53-2.-Definitions.
B. Proposed changes to City Ordinance Section 53-55.- Penalties, civil fine, and
administrative fee.
C. Proposed changes to City Ordinance Section 53-160.- Authority to designate curb loading
zones.
D. Proposed changes to City Ordinance Section 53-161.- Permits for loading and unloading
at an angle to the curb.
E. Proposed changes to City Ordinance Section 53-162.- Standing in curb loading zones
loading and unloading passengers.
F. Proposed changes to City Ordinance Section 53-163.- Standing or parking in commercial
loading zones; restrictions.
G. Proposed Changes to City Ordinance Section 53-190.- Use of loading zones in metered
areas regulated.
Renee Couture presented proposed changes to Chapter 53. This item had previously been
discussed at TAC’s October 22, 2018 meeting. Commissioner Dennis Miller motioned to
approve the amendment. Second by Commissioner Pramit Bhatka. The motion approved
unanimously.
3. Traffic Impact Analysis. - UDC 3.29 Presented by Traffic Engineering. - Discussion and
Action.
Renee Couture presented proposed changes to UDC Section 3.29. Ms. Couture requested
approval from the TAC Chair to assign review of these changes to the Mobility Planning

Committee (MPC). Commissioner Dennis Miller noted his agreement with the City that
changes to the existing code were necessary. He also requested a Word Document
showing proposed revisions. Acting Chair, Robert Saldaña, approved the City’s
recommendation for MPC review and comment. Ms. Couture discussed having the MPC
report findings at the next TAC meeting.
3. Future Agenda Items: Renee Couture noted upcoming amendments to City Ordinance
Chapter 53 related to parking meter zone and rates.
IX. Adjournment: Acting Chair, Robert Saldaña, adjourned the meeting at 2:59 P.M.
