Call to Order: The City Transportation Advisory Commission (CTAC) convened in a regular meeting on February 25, 2019 at City Hall Council Chambers. Vice Chair, Robert Saldaña, served as acting Chair and called the Commission meeting to order at 2:30 p.m. II. Pledge of Allegiance III. Roll Call: Commissioners in Attendance: Robert Saldaña, Pramit Bhatka, Dennis Miller, Wilfredo Rivera, and Larry White. Commissioners Absent: Leo Rios. Staff Attendance: Renee Couture (Traffic Engineering), Bixi Hernandez (Traffic Engineering), Janet Whitehead (Legal), Captain Russell Sherman, Dan McGinn (Planning), Annika Gunning (Planning). Advisory Members: Amanda Drum (TAMUCC). Ex Officio Members: None. IV. Conflict of Interest: None. V. Minutes: Commissioner Dennis Miller motioned to approve minutes from the January 28, 2019 meeting. Second by Commissioner Wilfredo Rivera. The motion approved unanimously. VI. Public Comment: None. VII. Reports: 1. Chair – None. 2. Bicycle & Pedestrian Committee (BPC) – None. 3. Mobility Planning Committee (MPC) – Commissioner Dennis Miller stated that the MPC met on February 14, 2019 to discuss the draft Traffic Impact Analysis. Another meeting was scheduled for February 28, 2019. Expect to present formal recommendations on next TAC meeting. 4. Corpus Christi Police Department (CCPD) – Captain Russell Sherman presented statistics for the month of January. He also discussed the meeting held with TXDOT, RTA, and City to address pedestrian fatalities. 5. Corpus Christi Independent School District Police Department (CCISD - PD) – None. 6. City Traffic Engineer – Renee Couture discussed the Engineering Bond Street Report, the official resignation of Elena Buentello, and the conversion of Third Street, from Morgan Avenue to Elizabeth Street, back to two-way traffic flow. VIII. New Business 1. Amendments to the City’s Urban Transportation Plan map. Presented by Planning Department. – Discussion and Action. A. Urban Transportation Plan amendments for the London area including various realignments, deletions and reclassifications in the area south of the Oso Creek, north of FM 43, west of SH 286 (Crosstown Expressway) and east of FM 763. 2 Dan McGinn and Annika Gunning presented the item which recommended approval of the proposed amendments. Meetings with stakeholders were held in December 2018 and not all landowners were in agreement. Several citizens came forward to offer public comments including Sean Cass, Jessica Paige, Moses Mostagashi and Mike Carroll. They presented concerns with the amendments as shown. Commissioner Dennis Miller motioned to approve the City recommendation with the possibility of moving one of the proposed C3 collectors. Second by Commissioner Larry White Leo Rios. The motion approved unanimously. B. Urban Transportation Plan amendment to remove Oso Parkway and Brezina Road between SH 286 (Crosstown Expressway) and the future extension of Yorktown Boulevard north of FM 43 (Weber Road). Item not presented 2. Future Agenda Items: Renee Couture noted TIA update. IX. Adjournment: Acting Chair, Robert Saldaña, adjourned the meeting at 3:28 P.M.
