Water Resource Advisory Committee
Thursday,August 15, 2013—2726 Holly Road,Water Utilities Building
Members present: Mark Stroop, Sam Sanders, Scott Kucera, Robert Kunkel, Paula Stanley, Lucia Sosa,
Sally Gill, and Lillian Riojas.
Staff members and guests: Brian Butscher, Brent Clayton,Joanne Saage, Rocky Freund (Nueces River
Authority) and Buster Terry(CCISD).
Brian Butscher called the meeting to order at 11:36 a.m.The minutes of June 20, 2013 were reviewed
and approved as written. Scott Kucera made the motion to approve the minutes and Mark Stoop
second.
Review of Reservoir System Statistics: Brent Clayton reviewed the current statistics.The combined lake
level is at 34.4%. Lake Texana is at 81.9% (40.72 feet) capacity. Since the implementation of Stage 2,the
levels have continued to decline as drought conditions continue across South Texas and the State.
Current Drought and Implementation of Revised Plans:Stage 2 measures were implemented on June 24,
2013. Over 600 warnings have been issued since December 2012. Amendment to the plan is going
before City Council on August 27 which will make revisions regarding fountains,fire hydrant use,
irrigations system testing and foundation watering. Evaluation of consumption shows a significant
decrease in residential consumption by about 14%from the past 5 years. If weather patterns continue,
Stage 3 implementation date could be set in late September or early October.The Water Department is
preparing outreach materials,working in coordination with regional customers and partners and
preparing for Stage 3 enforcement measures.
Mary Rhodes Pipeline Phase II:The Mary Rhodes Pipeline Phase II continues to move forward with a
projected completion date in 2015. Design plans and easement acquisition are complete or nearing
completion. Pumps will be ordered soon.
The next meeting of the Water Resource Advisory Committee will be held on Thursday, October 17,
2013 at the Water Utilities Building, 2726 Holly Road.
