Chairman Jeff Edmonds called the meeting to order with a quorum of seven members attending. The minutes from the October 16th meeting were approved. Review of Reservoir System Statistics: Brent Clayton began with the review of the reservoir system statistics. There was discussion on the new report which includes the Water Supply Index and a running trend of the lake levels. A memo has been sent to the City Manager before the official replacement of the old report. The Water Index has more useful information and easier to understand. Jeff Edmonds expressed liking the gauge and the addition of Lake Texana. Sally Gill expressed how Lake Texana is more dependable and sees less fluctuation. All were in agreement on the Water Index. Review of Current Drought Status and Projections: When reviewing the current drought status and projections, Sally Gill emphasized on where our water comes from. Mr. Clayton explained that City Staff plan to enter drought stages as outlined in the Drought Contingency Plan. He also explained the current actions being taken regarding Stage 3, including having internal meetings, a communication plan completed, external outreach, and planning for the next steps. These next steps include prepping for Stage 4. Update on Membership: Sam Sanders nominated himself to be the next chair of the committee. The committee agreed and voted him chair. The position for a Nueces River watershed representative will be enacted pending an ordinance change scheduled to go before City Council on February 10. Rocky Freund is recommended for this position and would need to be appointed by the Mayor. She has submitted her application to the City Secretary's office. Update on Water Supply Projects; I. Regional Water Supply Sustainability Plan. CH2M Hill Contract—City Council tabled; they want staff to clarify on deliverables. It gets taken back to Council on February 24. Reliability Index will average inflows and evaporation and use water flow from Lake Texana and Colorado to make model projections. II. Desalination Pilot Study—The City was offered a pair of desalination units by the Bureau of Reclamation but determined they were in too poor condition to be worth taking. III. Mary Rhodes Pipeline Phase II — Pump Station and Sedimentation basin 25 percent, Pipeline is 70 percent, the combined project is 58 percent. It is scheduled for an update to Council in February.
