Excused absences:
ITEM 1: Call the Meeting to Order – Roberto Reece, substitute Chair, called the meeting to order
at 11:30 AM with four voting members attending (no quorum). Excused absences: Rocky Freund,
Nueces River Representative; Barrett Fines, Port Industries Representative; Phil Hale, Sr,
Apartment Owners Representative; Leah Tiner, Citizen at Large. The School Representative seat
remains empty.
ITEM 2: Introductions - Committee members, guests and staff introduced themselves.
ITEM 3: Review and Approval of Minutes – Since a quorum was not met, the minutes for the
March 28, 2019 meeting were tabled for approval at the next meeting.
ITEM 4: Water Resources Update – Steve Ramos - Reservoirs continue to remain in good supply
from last year’s rainfall. Required flows will be caught up this month. Although tropical storm
season may bring some rains, summer heat will increase evaporation. The City’s Desalination
project is currently in the permitting phase. L.J. Francis took over for an update on the Aquifer
Storage & Recovery feasibility study which is nearly complete. After testing various well sites, the
most promising is City land near Airport Road and Greenwood. A well here would be filled with
treated wastewater to mix with native groundwater, where it would be stored long enough for
natural cleaning. The next step is getting TCEQ permits for further testing. Mr. Garza expressed
concern that costs could be excessive since water must be treated again when it is pumped back
out. Steve Ramos says this cost will be part of the ongoing studies.

October.
