CALL TO ORDER Chair, Neil McQueen called the meeting to order at 5:33 p.m. II. ROLL CALL The recording secretary called roll and announced that a quorum was present. III. ADOPTION OF MINUTES Special called meeting- May 10, 2012. Environmental Response Plan changed to Erosion Response Plan; Coastal Bend Aids Foundation changed to Coastal Bend Bays Foundation. Jay Gardner made a motion to approve the minutes as ammended. Cody Bates seconded. Minutes approved. IV. HEAR FROM THE PUBLIC - none. V. BUSINESS FOR DISCUSSION /ACTION A. New Business Memorial Day Recap No major incidents. Sales on Beach Parking Permits were up. Large crowds on the weekend. Beach was messy after Monday, but City crews worked to clean up. Condos were at full occupancy. Traffic was backed up a little, but there were no major issues. Enforcement is now on the beach. The City has placed two Police Officers on the beach to patrol the areas. Renaming of Corpus Christi Beach It was proposed to rename Corpus Christi Beach. They would like to return it to its original name, North Beach. Mayor Adame is seeking approval from City Committees for the name change. Cody Bates made a motion to support the name change to North Beach. Jay Gardner seconded. The committee held a discussion regarding reasons for the name change. Cody, Jennifer, and Jay voted in favor. Neil and Cameron abstained. Motion passed. Skip the Plastics Update Approached Council last week. The campaign supports a fee on plastic bags to reduce litter. City Council has instead decided to recommend a year -long educational bag and voluntary bag reduction campaign. June 21 there will be a stakeholder meeting. Mayor has informed community that if stores do not cooperate in educating the community, it will be brought back to Council to initiate the bag fee. Skip the Plastics campaign will continue their efforts in reducing plastic bag use. B. Old Business Possible Donation for Windward Parking Lot Still waiting on MOU. City is working on creating the memorandum. Will be put on the agenda for the next scheduled meeting. Water Quality Update Derek is still waiting to hear from Coastal Bend Bays Foundation for information on Water Quality since the City representative is no longer available. The committee is looking for quarterly updates.Derek has had no luck in locating someone to give any updates. If the committee knows of anyone, they can contact Derek with their information. Ruling on Texas Open Beaches Act The Federal Fifth District Court upheld what the Texas Supreme Court decided. The question is could it ever apply in the Nueces County area, specifically Lost Colony. Sea Level Rise Planning Neil attended a seminar on Sea Level Rise. No representatives from the City of Corpus Christi were in attendance. As a coastal community, Neil feels Corpus Christi should be informed on the issue. Neil would like WBAC to make a recommendation to Council that the City look into Sea Level Rise Planning Jennifer Pollack made a motion to notify Council that the WBAC supports City Staff in researching Sea Level Rise Planning. Neil decided to table the topic to compile a draft plan to present to the City. Cameron recommended having 2 different categories for the plan. Aquatic Toxicity of Asphalt Sealants Derek spoke with Charlie Cardenas with Traffic Engineering. The City doesn't use any toxic products on City projects. He is unaware of any private companies that may use toxic asphalt sealants. Mr. Cardenas will look further into it to maybe develop an ordinance preventing the use of toxic asphalt sealants. He will provide Derek with an update for the next meeting. Low Impact Designs on the Water Front Tabled till the next meeting. Water Sports Safety on Gulf Beaches Tabled till the next meeting. Oso Bay Nature Preserve Trails will be started in August. The division will be under Derek. It's still in developmental phase. The project should be completed in approximately 28 months. VI. Staff Liaison Report Next meeting is scheduled for July 5. Committee agreed to hold the meeting on the Thursday of the following week, July 12. VII. Committee Concerns, Request for Information, Agenda Items Identify Items to be placed on next agenda The following items will be placed on the next agenda: Bay Beach Safety • Receive and Consider donation at Windward Parking Lot • Update on Water Quality • Aquatic toxicity of asphalt sealants • Using Low Impact Design to prevent polluted runoff • Oso Bay Nature Preserve • Update on Natural Beach • Progress on 6 -pack Packery Channel Project VIII. ADJOURNMENT Chair, Neil McQueen called for a motion to adjourn the meeting. Jay Gardner motioned to adjourn. Cody Bates seconded. Meeting was adjourned at 6:45 pm.
