I. CALL TO ORDER
Co-Chair, Jay Gardner called the meeting to order at 5:30 p.m.
II. ROLL CALL
The staff liaison called roll and announced that a quorum was present.
III. ADOPTION OF MINUTES
Regular called meeting- November 6, 2013. Change needed to be made to date on minutes. Diana Del
Angel made a motion to approve with corrections. Cameron seconded. Minutes were approved.
IV. HEAR FROM THE PUBLIC - none.
V. BUSINESS FOR DISCUSSION/ACTION
A. New Business
Elect New Chair and Co-Chair
Jay opened the floor up for nominations for Chair to replace Neil McQueen. The committee is soon to fill
two of the vacant seats with newly appointed members. Jay made a motion to table the item till the next
meeting when there is a full committee. Diana seconded. Item was tabled till the March meeting.
Nick Christianson —Power Lines over Laguna Madre
Nick Christianson was not available.
Greg Smith— Presentation on Nueces County Dune Committee
Greg Smith, Chair of the Nueces County Beach Management Advisory Committee, reported on the
Dune Committee. There are two sections of County beaches: one being near Bob Hall Pier; the other
near the State Park. A couple of years ago they developed the Erosion Response Plan. The plan
addresses the erosion caused by storms. Rather than focus only on the dunes, they have begun to
focus on the beach also. There has been an increased narrowing of the City of Corpus and Nueces
County beaches. One of the BMAC goals is to work together to increase the integrity of the beach and
dune system. He explained the process of front notching which is used by the City of Port Aransas.
Should Derek be interested in implementing this process, BMAC will support it. The beaches are
maintained due to the patrons that visit; however, there are certain areas that are not maintained with
heavy equipment. There was discussion regarding beach maintenance practices among the different
organizations. Mr. Smith invited any who were interested to attend a BMAC meeting. Derek will contact
the committee with Mr. Smith's contact information.
ATV's on the Beach
State legislature passed a law that ATVs are now allowed on the Beach. It was added that local
municipalities are allowed to set their own ordinance in regards to ATVs. Derek approached the
committee to see what their thoughts are on continuing to restrict access of ATVs on the beach. City of
Port Aransas is against allowing them along with Nueces County. Currently, the only thing allowed
besides vehicles is golf carts. Derek is waiting to hear from the Police Department on their stance on it.
The City is taking in information from all of the committees and then will proceed with their decision. The
ISAC committee supports the use of UTVs but is opposed to ATVs. The committee expressed safety
and environmental concerns. Cameron made a motion that the committee is not in favor of allowing
ATVs or UTVs on the beach. Carrie seconded. The committee held a discussion. The vote was called.
The motion passed unopposed.
North Beach Parking
Derek looked into it and found that a parking permit cannot be used at North Beach because there is no
parking on the beach. If they wanted to charge to park on the streets, it would go to the Police
Department Division responsible for parking enforcement. Carrie stated some of the residents and
business along North Beach have been interested in implementing parking fees to generate funds to
use toward improvements in the area. The idea will need to go to the Parking Committee to see if it is
feasible. Once a plan is approved by that committee, the WBAC will review it and act accordingly. Carrie
will bring the plan back to the committee once it has been approved.

Litter Resolution Update
The plastic bag ban did not pass. The resolution to change the litter ordinance is moving forward. In
addition, they approved the increase in code enforcement officers. There will be 3 officers designated
for the Parks Department. One will be dedicated to the Gulf Beach, and the other two will be dedicated
to the Downtown/North Beach areas. The officers will provide litter enforcement, ordinance
enforcement, special event enforcement, etc. Everything should be in place by May 1St. If enforcement
is needed in other City parks, the officers will be assigned accordingly.
VI. STAFF LIAISON REPORT
Derek will be adding an ISAC committee report to the agenda.

As there was no further business, Cameron Perry made a motion to adjourn the meeting. Diana Del
Angel seconded. Co-Chair, Jay Gardner adjourned the meeting at 6:47 pm.
