I. CALL TO ORDER
Chair, Cameron Perry called the meeting to order at 5:33 p.m.
II. ROLL CALL
The roll was called and a quorum was present.
I. ADOPTION OF MINUTES
Minutes from the August 7, 2014 meeting were not available for consideration and were tabled until the
October meeting.
IV. HEAR FROM THE PUBLIC—
Phillip Goff expressed concerns about the erosion of sand on North Beach and spoke in favor of a new
breakwater at North Beach.
Carrie Robertson-Meyer expressed concerns about the erosion of sand on North Beach and spoke in
favor of a new breakwater at North Beach. Requested a feasibility study be conducted to investigate a
new breakwater at North Beach.
V. BUSINESS FOR DISCUSSION/ACTION
A. New Business
1. North Beach Erosion
Beach Nourishment Projects have been done on North Beach in 1979, mid 1980's and in the 2000's.
North beach has a consisting moving shoreline. Sand primarily moves to the north. The terminal groin
catches some, but much sand goes over the groin and is lost in to the Bay at the north end of North
Beach.
The City was approved for a Coastal Erosion Planning and Response Act (CEPRA)grant through the
Texas General Land Office (GLO) in November of 2013 and is currently working with a local Coastal
Engineering firm on the design and Army Corps of Engineers Permit for a $2.5 million nourishment of
North Beach.
There is not funding currently appropriated for a feasibility study and proposed FY2015 Budget does not
have funds identified for a feasibility study. Potential exists to apply for future CEPRA grants to conduct
a feasibility study.
Cody Bates moved to recommend staff pursue funding for a feasibility study that identifies the best
erosion control solutions for North Beach. Cliff Schlabach seconded. All voted in favor with Cameron
Perry abstaining due to involvement in the current North Beach Nourishment Project.
2. Trot Lines—Laguna Madre
Discussion occurred about who had jurisdiction over the Laguna Madre and thus this issue. It was
believed that the Laguna Madre is State of Texas Waterway. If so the issue would be one for the Texas
Parks and Wildlife Department(TPWD). This might need to be considered by the Coastal Resource
Allocation Committee of TPWD. Paulette Kluge will call CCA of Houston to gather information about
how who and how these types of issues are handled in Texas Waterways.
B. Old Business for Discussion/Action
1. Bollards on the Beach
An update on the Bollards was given by Mike Morris. The update included a summary of the July 22
Presentation to City Council. City Council asked staff to put together details of the project including
parking and ADA requirements by the GLO and bring back a drawing and costs associated with those
requirements. An update will be presented to City Council later in September. An update from that
presentation will be given to WBAC at the next meeting. Cliff expressed serious concerns about the
ballot language on the 2008 vote that approved Seawall Ordinance. He felt that the ballot language did
not reflect the full intent or the full ordinance that was voted on. He felt that it caused a lot of voters to
not understand what they were voting for or against and that confusion still seems to be a problem even
at the present time.

As there was no further business, Cliff Schlabach made a motion to adjourn the meeting. Cody Bates
seconded. Chair, Cameron Perry adjourned the meeting at 6:37 pm.
