I. CALL TO ORDER
Chair, Cameron Perry called the meeting to order at 5:35 p.m.
II. ROLL CALL
The roll was called and a quorum was present.
I. ADOPTION OF MINUTES
Minutes from the August 7, 2014 and September 4, 2014 meetings were not available for consideration
and were tabled until the January meeting. There was no meeting in October.
IV. HEAR FROM THE PUBLIC—
Carrie Robertson-Meyer is here to hear about North Beach Feasibility. She is also interested in serving
on WBAC board again.
V. BUSINESS FOR DISCUSSION/ACTION
A. New Business
1. Presentation by Jennifer Lawrence— Marine Debris at 3 Jetties in Corpus Christi, TX. Plastic bottles
most prevalent, police are issuing more tickets and enforcement on the increase amount of littering.
2. Driving in the Sand Dunes—Jay mentioned that there has been noticeable driving in the dunes lately
and that police enforcement has been lax lately. There has been driving north of Packery Channel,
South of the Packery Channel is the biggest issue and Newport Pass Area is also a bad area. Michael
stated he would contact the police about this issue, Jay and Cliff stated they would provide the dune
driving locations to Michael so he could pass on to the police. Jay also asked if signage could help
address this issue.
3. Beach Maintenance Practices—Jay mentioned the need to review and update the beach
maintenance practice, which could include movement of sand laterally along the beach. There has
been a request by people from the seawall area to move sand. A request was made to convene the
beach maintenance sub-committee to review and possibly update the Beach Maintenance Plan. A
Beach Maintenance Sub-committee was developed that included:
o Cameron
o Jay
o Joe
o Cliff
Michael mentioned would work to set up the meeting. Jay asked that the committee get permit info and
meet with beach staff to discuss current methods.
B. Old Business for Discussion/Action
1. Trot Lines— It was mentioned that Paulette had contacted John Blaha regarding the issue and he
directed her to Brandi Reeder and Kerry Spears at TPWD. They are looking in to the issue and whether
the City has any authority over these waters. Cliff also called Kerry Spears and should have an answer
in 10 days. It was thought that maybe the County may have jurisdiction. The ban at Rockport and Port
Aransas were because they were in wildlife sanctuaries.
VI. STAFF LIAISON REPORT
1. North Beach Feasibility Study
• Michael will look into a proposal for cost—could submit for a CEPRA Grant which is due
July 1, 2015.
2. Beach Bollard Update
• Drawings were sent to GLO reflecting the 2010 ordinance. There were some revisions and
were resubmitted yesterday.
• A cost of approximately$250,000 to $260,000 was developed by engineering department to
implement the bollard project.
VII. IDENTIFY ITEMS TO BE PLACED ON NEXT AGENDA

• Beach Bollard Update (Staff Report)
• Beach Maintenance Practices
VIII. ADJOURNMENT
It was discussed that there may not be a quorum for December considering the holiday season. It was
suggested by Cameron that the December meeting be skipped and that a Beach Maintenance Sub-
committee would try to be scheduled before the January meeting. As there was no further business,
made a motion to adjourn the meeting. seconded. Chair,
Cameron Perry adjourned the meeting at pm.
