I. CALL TO ORDER
Meeting called to order at 5:30 p.m.
II. ROLL CALL
The roll was called and a quorum was present.
I. ADOPTION OF MINUTES
Minutes from the January 7, 2016 meeting were distributed for review and approval. Cliff noted that
Deidre's name was misspelled in the January minutes. He also noted that the Surfriders Foundation ad
campaign runs for six months not one day; One Day is the name of organization. Jay made a motion to
accept the minutes as corrected, Paulette seconded, unanimously approved. Motion passed.

V. BUSINESS FOR DISCUSSION/ACTION
1 Presentations
a. City Solid Waste Update
Lawrence Mikolajczyk, the director of Solid Waste and Celina Pulcher, also from Solid Waste provided
an update on on-going coordination with beach and waterfront cleanup efforts:
• Lawrence relayed that he had worked with Stacie to obtain 200 carts for the trash operation on the
beach and that they should be here March 3rd.
• Solid Waste has received new roll offs with covers to be used at the beach.
• Solid Waste is involved with the Adopt-a-Beach program and other cleanup programs, like at McGee
Beach and the Marina.
• Solid Waste is involved with the distribution of the "onion" bags. Celina relayed that many groups
use these bags for cleanup projects. Russel reported that the plan is to have onion bag dispensers
at the trash corrals so the visitors would not have to go back to the entrances to get them. Lawrence
said that the bags are also being used at the boat ramps for boaters. Stacie reported that it took
about 5 years to educate the public on the proper use of the "onion" bags. Beach operations now
carry the bags in their vehicles to give out as they see a need. Education is the biggest challenge, a
sign education program is being looked at.
• A new project that Solid Waste is working on is a new process for street sweeping that prevents
floatables from getting into the bay.
• They have also installed new trash cans in various location in the city and they are emptied
regularly.
• Celina told the committee that Solid Waste also had additional equipment available for groups doing
cleanup projects.
• Solid Waste has also expanded their services to haul waste water sludge away and utilize it in the
landfills.
• Another project that Solid Waste is working on is wrapping their truck with messages.

2 New Business
a. Set dates for Deidre Williams' Workshop
Cameron suggested that Deidre attend our committee meeting to talk about sediment transport and
separate from that have a beach maintenance practices workshop. It was decided that the workshop
would be April 28th at noon at the Holiday Inn on the island.
3 Old Business
a. Review comments from City Secretary's Office on changes to committee position
Stacie reported that an "At Large" position does not become available until December of 2017. Jay
made a motion to table the issue until the next meeting, Cliff seconded.
b. Review comments on changes to Fire Ordinance
Table this discussion until the next meeting because the City has not heard back from the Fire Marshall.
Jay made a conditional motion to forward to Council if the Fire Marshall has no significant changes, Cliff
second. Jay amended his original motion:WBAC Fire Ordinance Sub Committee will move forward with
submission to Council pending any significant changes from Fire Marshall are reviewed and approved
by the WBAC Fire Ordinance Sub Committee. Jay approved the changes to his motion, Cliff seconded.
All were in favor.
c. ISAC Update
Jay Ellington updated the committee on the beach. The Route 22 Bridge was discussed and it is 3.5
million dollars short.
d. CEPRA Grant for North Beach Erosion
Table this discussion for a later date, there is really nothing to do until 2017.
e. North Beach Community Association (NBCA)and "Light UP CC" Updates
Table this discussion; North Beach board member is not in attendance.
VI. STAFF LIASON REPORT
1. New Trash System
Russell reported that the Parkans units are in but we are still waiting for the trucks. The 7 yard trash
buckets are in and ready to go. The new dumpsters are ready and the trash cans will be here March 3rd. All
the corrals are installed from Packery Channel and south. The north side of Packery Channel will have
corrals installed after Spring Break. Spring Break is March 11th to March 20th; 11 schools are on break at
that time. Port A is working on passing an ordinance which would prohibit drinking on the beach after
midnight. Russell is working on getting a meeting with the Police department and then a general meeting to
discuss Spring Break.
2. Beach Operation Update
The seawall area was cleaned by the owner of the 2 vacant areas around the Windward Parking Lot. The
Holiday Inn did not clean their area and the sand blew back onto the seawall. Beach Operations cleaned it
as a onetime only so there would be a clean start and that now it was the property owner's responsibility.
EI Constantine is doing their part.
3. North Beach Update
Jay reported that North Beach probably has some of the best looking parks. Some of the parking areas do
have pot holes. North Beach has some improvements. North Beach is getting a lot of attention.
4. Additional Staff Items
The GLO has award the project (moving sand at North Beach), the legal team at GLO is still preparing the
contract, but the selected Contractor is ready to go as soon as they get the contract. This is out of the
City's hands;just waiting on GLO.

As there was no further business, Jay made a motion to adjourn the meeting. Cliff seconded the motion.
