CALL TO ORDER Meeting called to order at 5:30 p.m. II. ROLL CALL The roll was called and a quorum was present. I. ADOPTION OF MINUTES Minutes from the February 4, 2016 meeting were distributed for review and approval. Cliff made a motion to accept the minutes as presented, Paulette seconded, unanimously approved. Motion passed. IV. HEAR FROM THE PUBLIC—Two people spoke about their concerns regarding beach maintenance practices and the creation of large "mounds" of sand between the maintained beach "roadway" and the water's edge at the South Packery. They stated that the mound areas made it very difficult to access the water by pedestrians. Beach maintenance will be added to the next agenda. V. BUSINESS FOR DISCUSSION/ACTION 1 New Business - None 2 Old Business a. Review comments from City Secretary's Office on changes to committee position. Carrie stated that her proposed change to the "Condo"owner position was to modify the definition from a "Gulf condo owner" to a "Condo owner along a water shore." She suggested that we scratch the word "Gulf Beach" and that the position might be easier to fill. Cliff feels that it is more important to have the representation rather than to have a full board. The Committee agreed that if the current Gulf Beach condo/hotel position was not filled by the next meeting (April 7th)this topic would be discussed again. b. ISAC Update. Jay reported that there is some concern with the current layout of the beach, particular the "mounds" that have been created next to the water. Deidre Williams reported to the committee that she believes this is the right way to manage the sand before getting it"down south." Jay reported that he had spoken with Russ and that this situation has lasted longer because of the Spring Break prep. Jay also mentioned that the existing permit doesn't allow Beach Operations to push the sand into the water. c. North Beach Community Association (NBCA) and "Light Up CC" Update Carrie reported that Light Up CC is all ready to go for the new lights to be put up at the beach, but that it still has to go to Council and that is scheduled for March 29th. The money for this project is coming from the parking meters and private donations. Also the $2.5 million nourishment project has started at North Beach and is going well. Carrie also said that NBCA would like the City to apply for a CEPRA grant that would perform a feasibility study to come up with a long term solution to what could be done to prevent shoreline erosion. Cameron reported that CEPRA applications are every two years so this would have to be in 2017. Carrie also reported that the sand is being moved in Dolphin Park and that the City has been doing great work there and in working with the community. 2 d. Develop Agenda and Guest List for Beach Maintenance Practice Workshop. The date is April 28, 2016 and the location will be the Holiday Inn on the beach. The proposed guest list will include City, County and adjacent community staff along with invitations being extended to GLO, Cameron County, Galveston, and other beach communities. Jay will have a draft agenda for the next meeting. This workshop will be organized by the City; it will be a public workshop which is endorsed by WBAC. Jay will work with Reba on a "save the date." VI. STAFF LIASON REPORT The City has hired Warren Monyelle as the Gulf Beach Maintenance Supervisor. Melinda Rogers reported that she had been in the Spring Break meeting and that the police will be out in full force. The traffic light at Zahn will be switched on at 10am so that the traffic going onto the beach will enter at Access Road 3 and leave the beach from Zahn Road. No dogs are allowed on the north side of Packery Channel from 11 am to 8 pm. Lifeguard stands will be up and the lifeguards will be out on the beach from 11 am to 6 pm. There will be 2 Code Enforcement officers working. Carrie would like Laura Perez to attend one of the committee's meetings. Cameron reported that the construction at North Beach will be greatly reduced and/or curtailed during Spring Break. VII. IDENTIFY ITEMS TO BE PLACED ON NEXT AGENDA 1.
