I. CALL TO ORDER
Meeting called to order at 5:30 p.m.
II. ROLL CALL
The roll was called and a quorum was present.
I. ADOPTION OF MINUTES
Minutes from the November 10, 2016 meeting were distributed for review and approval. Carrie made a
motion to accept the minutes as presented, Cliff seconded, unanimously approved. Motion passed.
IV. HEAR FROM THE PUBLIC—There were 2 people in attendance and 1 wanted to know when the TIRZ
meeting was going to be held but that has not been decided yet. The second person was the owner of a
kite board shop and he wanted to discuss the issues surrounding the safety of the sport; he wanted the
committee to know that the blame for carelessness is on the individual and not on the sport.
V. BUSINESS FOR DISCUSSION/ACTION
1 New Business
a. Graduate Student Presentation on Herbicides
This item was tabled but Josh did relay that the current contract that the City has for spraying herbicides
will expire in September 2017. Carrie reported that for the last month the City has been spraying a
green colored spray to kill the weeds.
2 Old Business
a. Review of Current City Ordinance No 21, 5-15-2003 Sec. 10-66. Vessel Operating from Gulf Beaches
Cliff brought this up because of a couple of kite boarders being unsafe and out of control and the beach
goers are concerned about the children getting hurt. As the public person pointed out, "this issue has to
do with the individuals not the sport itself". Cliff suggested that the City needs to work within the
ordinance and increase enforcement. Carrie suggested that kite boarders should never be allowed over
the beach; it is too dangerous because of the long kite lines. Cameron explained that Part B of the
ordinance deals with "towing....." and that this committee needs to concentrate on Part A which says
that basically that all "vessels" must stay 50' away from any other vessel, person, stationary platform or
anything like that. Carrie suggested that maybe there should be a "kite beach" but then others would
want to have designated beaches. The committees suggest that the ordinance be enforced and the
public be educated on the ordinance. Code enforcement and maybe the lifeguards could have an
information sheet to aid in educating the public. Enforcement may need to be educated also. The
committee made the recommendations that Staff look into this issue. Jennifer wanted it noted that she is
also worried about jet skis.
b. ISAC Update
Jay reported that ISAC discussed several bonds, and the traffic light being installed at Aquarius. They
had kudos for WBAC and the formal recommendation for the "Six Pack". The TIRZ#2 subcommittee
had not met yet so ISAC has not caught up with WBAC, but will soon. TIRZ subcommittee is waiting for
cost estimates and Russell will work on those.

c. Update: Packery Channel "Six Pack"
This was discussed already. Jay Ellington did say that implementation would happen as soon as we got
good information. Stacie reported that some projects are ready to move on now.
d. Update in Access Road and 3A Project.
Stacie relayed that there was a meeting today regarding 3A, informational only. The project is to be
completed by Spring Break but if not the road will be open during construction. The increased length of
the road will be handled as a change order. Access Road 2 will be done at a later date.
VI. STAFF LIASON REPORT
• Paulette handed out a packet with pictures of all the new signs. Russell reported that all the
signs have been received and the installation of the signs at the Michael J Ellis Parking Lot
have been completed. All the signs except for the ones for Access 3A should be installed by the
end of the month. 3A will wait for the construction to be completed.
• There were 5 committee members that termed out and 3 of those want to be reappointed;
Joseph DePalma does not because of his current work schedule. There will be an At-large
position available and it would be great if we had some applicants before this goes to Council:
by January 24th. All interested persons can apply online.
• Beach & Park Enforcement Officers (2) are now on duty full time, 7 days a week and from 6AM
to 8:30PM on weekends. The new Officers have met with CCPD. New Beach parking Permits
are available. Paulette acknowledged Russell hard work and how much he is appreciated.
• Josh reported that all the old shade structures at North Beach have been removed, more trash
cans are being set out and that he is still waiting for the signs. Josh has a meeting on Tuesday
to come up with the graphics on the educational signage and make some bilingual. The gators
are being repaired;just waiting on parts. Carrie would like to get the parking lots at North Beach
fixed.
• Russ reported that some of the beach visitors have destroyed many of the new trash carts and
that more have been ordered.
